In the eyes of the cadres and employees of Datang Heilongjiang Company's Jixi regional enterprises, this round of "three-in-one" reform launched at the end of 2023 is not only a storm of action, but also a storm of brains, and its determination and strength are unprecedented.

Datang Heilongjiang Company originally owned three enterprises in Jixi City: Jixi Second Heating Company, Jixi Thermal Power Company, and Jixi Longtang Heating Company. Due to the sharp rise in coal prices, Jixi Thermal Power Company, which is responsible for heating more than 70% of the main urban area of Jixi City, is struggling to operate, with a high asset-liability ratio and serious operating difficulties. The core of this round of reform is to optimize and integrate the three enterprises, and the other two enterprises will be absorbed and merged by Jixi Erre Company to form a centralized management model of one enterprise and three branches, so as to help loss-making enterprises get out of the predicament, do better and stronger regional assets, and improve the overall profitability and market competitiveness.

The three enterprises have a total of nearly 1,000 regular employees, and they have a complete management system before the reform. According to the "three-in-one" integration plan, the index of management institutions and middle-level cadres has been reduced by two-thirds compared with the original, and open competition has been implemented. This means that two-thirds of the middle-level cadres will lose their original positions, and there will be some of the original ordinary employees who participate in the competition and win, and the actual reduction and replacement rate will be higher.

Relying on the advantages of regional livelihood heating of thermal power heating units, and with the help of Datang's influence in the Jixi region and the professional development strength of enterprises, we will help local governments accelerate the construction of new power systems. The third is to revitalize human resources and improve labor productivity. After the merger, the Jixi region has sent more outstanding talents to the brother units, alleviating the structural shortage of enterprises and forming complementary talent advantages. At the same time, we will further optimize the total amount of labor and improve the labor productivity of all employees.

Despite the continuous losses, Jixi Thermal Power Company undertakes the important task of ensuring the supply of thermal power in the main urban area, and the company fulfills its social responsibilities under difficult circumstances. However, the long-term operation of blood transfusion is unsustainable, and we hope to achieve regional integrated management through reform, reduce management costs, and improve operational efficiency and overall combat capability.

The institutional and personnel reform in Jixi region can be said to be a number of hard and practical moves, which directly point to the core contradictions, reach the core lesions, and realize systematic reshaping and overall reconstruction, which truly embodies the "ability to go up and down". When I was the director of the Fuel and Materials Department, I paid special attention to and studied the repair and recycling of materials. This amount is very large, and the available space is also very large. Through technological innovation, we have achieved some results in repairing the old and reusing the waste, and it has also become a way for enterprises to create efficiency and increase efficiency.

After retiring from the middle-level cadre position, my idea is to continue to make a name for itself in repairing the old and reusing the waste. At the same time, we can also use our practical experience to carry out technological innovation. The slag scraper we are currently researching and improving can increase the life of the thermal power plant by 6 times, so I feel that there is still a lot of use for it.

After the successful recruitment of the post, I will strive to improve the ability to "stand up" and repay the trust of the organization and colleagues with practical actions.

For enterprises, production and operation are not separated, and the production department also needs to have a sense of marketization. At present, while consolidating the advantages of coal power, we are actively striving to plan and undertake more new energy projects, so that the two can be integrated and complementary, and improve the profitability and survival and development ability of enterprises, and we are full of confidence in the future.

10 years ago, I held a middle-level position in the company, including office director and other positions, and I am relatively senior among the middle-level people. In this reform, I applied for the original position of director of the planning and marketing department, but I was hired. I don't feel like a loser. During the competition process, the written test and interview were open, fair and impartial, and the results were convincing. Enterprises achieve better development through reform, and everyone is a beneficiary; On the contrary, if we are eliminated by the times because of conformism, then what is the use of us guarding the false name of that position? I feel that our businesses and individuals have become stronger in the process of reform.

At present, I am in charge of new energy projects in the enterprise planning and development department, which is one of the lifeblood of the next development of the enterprise, which is a new challenge for me. I love this job very much and will devote myself to my new role with a positive and sunny state.
