author:Mr. Liu who sells a demolished house

How difficult it is to carry out an old residential urban renewal project in Shenzhen, from a few years to a decade or more. For example, LVGEM Baishizhou Project, China Resources City Project, and the well-known Luohu Wood Dragon Project...

At different times, facing the same difficulties, there is also the old east district of Vanke Nanyuan New Village in Nanshan District, the project has been promoted as a whole for 11 years, although the project has also been moved, but there are still more than a dozen households that have not signed.

More than a dozen households do not sign the contract, affecting the progress of the entire project, as the owner's home in Shenzhen netizens can not help but complain in the forum.

It is understood that on September 1, 2021, the public account of the Voice of Nanyuan released a solemn reminder that the signed indicators of Nanshan Nanyuan New Village could not be transferred.

The reminder said, "A real estate agent listed for sale the Indicator House in Nanyuan New Village, claiming that a small amount of sincerity money can be signed with the developer on the same day by paying a small amount of sincerity." In this regard, our company solemnly reminds that the signing rate of Nanyuan New Village has reached 98%, and the expropriation procedure will soon be launched, in order to promote the relevant work, for the houses that have signed the demolition and replacement agreement, there will be no rename change service. Please polish your eyes so as not to be deceived and cause unnecessary property damage.

The information of the two key points of the article, one is that the signing rate has reached 98%, and the expropriation process is about to start; this indicates that the 10-year old road of Nanyuan New Village has been further improved; the previous project has only demolished a small part and then there has been no movement.

Second, houses that have signed a demolition and replacement agreement will not provide renaming services;

In fact, in August, the Shenzhen Municipal Bureau of Housing and Urban-Rural Development and the Shenzhen Municipal Bureau of Planning and Natural Management issued a "Notice on Strengthening the Investigation and Handling of Illegal Building Transactions Left Over from Residential History", which clarified that the renewal projects and soil consolidation projects need to verify and confirm the property rights holders, and prevent the speculation of relocation and resettlement housing for renewal projects and soil consolidation projects.

1 old change 11 years

In April 2010, Nanyuan New Village, together with Mutoulong, Jinzuan Haoyuan, Hetang Community, Huatai Community, Longxi Garden, Haitao Garden and Qiaodong Area, was included in the first batch of plans of the "2010 Shenzhen Urban Renewal Unit Planning and Development Plan", that is, as the first batch of 8 old residential community renovation projects for Shenzhen Urban Renewal.

In the early days, Shenzhen Jinhui Real Estate Co., Ltd. (hereinafter referred to as Jinhui Real Estate) declared to the Nanshan District Government, and obtained the project approval and was included in the first batch of renewal plans in 2010. Jinhui Real Estate is a joint venture between Vanke Group and Jinhui Group, of which Vanke has an 80% interest. Later, Vanke acquired the remaining 20% of the shares from Jinhui Group and wholly owned Jinhui Real Estate.

In August 2010, Jinhui Real Estate's Nanyuan New Village in Nanshan District launched the signing ceremony of the overall renovation and demolition compensation. At that time, many owners repeatedly questioned the authenticity of their "signatures", and Jinhui Company marked a huge question mark on the legality of the implementation of the old renovation of Nanyuan New Village, and applied to the Nanshan Old Reform Office for relevant information about the community becoming one of the "urban renewal unit planning and development plan" projects in Shenzhen.

In January 2012, Jinhui Group chose to get away, and Vanke was fully involved in the old renovation of the nanyuan xincun urban renewal project.

On January 25, 2013, the Second Directly Subordinate Administration Bureau of the Municipal Planning and Land Commission announced the "Special Plan for urban renewal units in Nanyuan New Village, Nanshan District, Shenzhen" (draft). For only one day, some owners went to the original land committee for petitioning on the grounds of "suspected false declaration".

On January 26, 2013, due to the petitioning problems involving some owners of the former Nanyuan Xincun Community, the follow-up approval work was suspended from the date of the announcement and continued to be carried out after the verification of the problems reflected by the owners was completed.

On January 28 of the same year, the Nanshan District Government and the Municipal Planning and Land Commission replied to the petition for the old reform of Nanyuan New Village, saying that the announcement of the special plan (draft) of the project was suspended, and a verification team was set up to carry out verification work.

In January 2013, Vanke issued a note that in response to the "false declaration" challenge raised by a small number of owners at the end of 2010, the government department conducted several verifications, and the subject of the project declaration was a legal entity approved by the municipal government, which complied with relevant regulations and procedures. The Nanshan District People's Court also rendered a judgment on the "suspected infringement of the right to name" filed by individual owners of Nanyuan New Village: the court has already concluded that the court has reached a conclusion on the plaintiff's claim that the defendant infringed his right to a name in the process of making a declaration and demanding that the defendant compensate for losses.

Since then, the Nanyuan New Village Renewal Project has been silent to this day, and in the absence of further news, the entire community is like an empty city, overgrown with weeds.

On May 30, 2019, the Nanshan District Government wrote a letter that the relevant work had been completed and that the publicity work should continue.

On July 31, 2019, the Nanshan Administration Bureau of the Shenzhen Municipal Bureau of Planning and Natural Resources restarted the draft special regulations for the urban renewal unit of Nanyuan Xincun and made it public. As one of the eight old residential renovation projects announced in Shenzhen in the early stage, the announcement of the draft special regulation marks the rebirth of the Nanyuan New Village Renewal Project, which has been stagnant for 9 years.

In March 2020, the dawn finally came and the project was officially moved.
