The Fifth Session of the 13th People's Congress of Hunan Province reviewed the Report on the Implementation of the 2021 National Economic and Social Development Plan of Hunan Province and the Draft Plan for 2022 and the Draft Plan for 2022 proposed by the Provincial People's Government. Earlier, the Financial and Economic Committee of the Provincial People's Congress conducted a preliminary examination of the plan report and the draft plan, and the Provincial People's Government made amendments according to the review opinions; according to the review opinions of various delegations, further examination was made during the congress. The results of the review are reported below.

First, the implementation of the plan for 2021 is generally good

The Financial and Economic Committee believes that under the strong leadership of the Provincial Party Committee, in 2021, the whole province will conscientiously implement the spirit of the important instructions of General Secretary Xi Jinping's important speech to Hunan and the decision-making and deployment of the Party Central Committee, actively respond to the difficulties and challenges faced under the century-old changes and the epidemic situation in the century in accordance with the requirements of the resolutions of the Fourth Session of the 13th Provincial People's Congress, and strive to promote high-quality economic and social development. The province's "six stability" and "six guarantees" work is solid and effective, the construction of the "three highlands" has been fully rolled out, the comprehensive well-off society has been completed as scheduled, the economic operation has been steady and progressive, and the quality has been improved steadily, the main goals and tasks approved by the Fourth Session of the Thirteenth National People's Congress have been well fulfilled, the "Fourteenth Five-Year Plan" has made a good start, and a qualified answer sheet has been handed over for the centenary of the founding of the party. At the same time, the economic and social development of our province is facing many difficulties and challenges. GDP growth has slowed down, investment and consumption have recovered less than expected, the epidemic prevention and control situation is grim, the pressure of security risks in finance, energy and other fields has increased, and the shortage of production factors and rising costs have increased the difficulties in the operation of the real economy.

2. The 2022 Program Report and Draft Program are generally feasible

The Financial and Economic Committee believes that the 2022 plan report and draft plan proposed by the Provincial People's Government fully implement the spirit of the Economic Work Conference of the Central and Provincial Party Committees and the Twelfth Provincial Party Congress, focus on the strategic positioning of "three highs and four new" and the implementation of missions and tasks, adhere to the general tone of the work of seeking progress in a stable manner, and the main objectives and work arrangements are in line with the actual conditions of our province and are generally feasible. It is recommended to approve the plan report and draft plan submitted by the provincial people's government.

Third, do a good job in the implementation of the plan in 2022

2022 is the year of the 20th National Congress of the Party, and it is of great significance to do a good job in reform, development and stability in 2022. At present, the global epidemic is still spreading, the world political and economic pattern is accelerating, the recovery of international trade and supply chains is blocked, and the mainland economy is facing the triple pressure of demand contraction, supply shock and expected weakening. We must obey and serve the overall situation of the country, shoulder a regional responsibility, and use the spirit of "breaking through", the momentum of "creating", and the style of "doing" to press forward, and effectively promote high-quality economic and social development. To this end, the Committee on Finance and Economics recommends that:

(1) Closely follow the construction of the "three highlands" and cultivate new kinetic energy for plastic development. Vigorously carry forward the spirit of entrepreneurship and the spirit of labor models and craftsmen, create a public opinion atmosphere conducive to the development of the real economy, implement the "Regulations on the Promotion of Advanced Manufacturing in Hunan Province", and make every effort to promote the efficient agglomeration of policies, resources and elements to strongly empower the advanced manufacturing industry. Focusing on the transformation and upgrading of traditional industries and planning the layout of emerging industries, we will build chains, supplement chains, extend chains, and strengthen chains, and strive to enhance the resilience of the industrial chain supply chain. Effectively solve the difficulties for enterprises, and help solve the problems of lack of electricity, lack of core, lack of labor, difficult and expensive financing. Build and make good use of various scientific and technological innovation platforms, concentrate superior resources and forces to carry out key core technology research, and launch more innovative achievements with core competitiveness. Strengthen the main position of enterprise innovation, promote the in-depth integration of production, education and research, and promote the integration and innovation of the upstream, middle and lower reaches of the industrial chain, large and medium-sized enterprises. Maintain a steady increase in R&D investment, deepen the reform of scientific research fund management, and accelerate the establishment of a talent evaluation system oriented by innovation value, ability and contribution. Focus on deepening reform in key areas such as factor markets, state-owned enterprises, finance and taxation, and investment, and strive to eliminate the shortcomings of institutional mechanisms and the pattern of interest solidification. Implement the Regulations on the China (Hunan) Pilot Free Trade Zone, build a free trade zone, and truly give play to the role of the free trade zone in testing the system for the country and seeking development for the localities. Strengthen and deepen economic and trade cooperation with RCEP member states, build a pilot zone for in-depth economic and trade cooperation between China and Africa, adjust and optimize the structure of foreign trade, and expand a higher level of opening up.

(2) Highlight stable investment to promote consumption, and effectively respond to the pressure of demand contraction. Coordinate the expansion of short-term demand and enhance long-term momentum, closely focus on stabilizing growth, adjusting the structure, and strengthening the construction of key projects to benefit people's livelihood, and expand effective investment. Give full play to the guiding role of policies and the leveraged role of fiscal funds and special bonds to promote private investment. Aim at the national industrial policy and investment key areas to do a good job in project reserves, and actively strive for more major national projects in Hunan layout. Enrich the "toolbox" of consumption promotion policies, grasp the upgrading of traditional consumption, support the development of new consumption, and continuously improve the consumption environment. Take the revitalization of tourism as an important breakthrough in consumption recovery, hold the first provincial tourism development conference well, and fully activate the vitality of cultural tourism consumption.

(3) Continue to optimize the business environment and build new advantages for development. Introduce policies that are conducive to economic stability and conducive to the vitality of market entities, prudently introduce policies with contraction effects, and prudently use regulatory measures that affect the normal production and operation of market entities. Implement the policy of reducing taxes and fees to ensure that various relief measures directly benefit market players. Deepen the reform of "decentralization and management of services" in accordance with the "north, Shanghai, Guangzhou, and Shenzhen", deeply promote the action of optimizing the business environment, and vigorously improve the level of government services. Reduce institutional transaction costs and enterprise employment, energy use, land use, financing, logistics costs. Advance the establishment of a rule of law Hunan, a rule of law government, and a rule of law society as a whole, standardize the government's leadership in stressing creditworthiness, accelerate legislation to optimize the business environment and establish social credit, and create a first-class environment in central China.

(4) Promote the coordinated development of regional urban and rural areas, and solidly promote common prosperity. Fully integrate and take the initiative to dock with national regional development strategies, and reflect responsibility in the implementation of national strategies. Vigorously implement the strategy of strengthening provincial capitals, grasp the "ten sameness" of the integration of Changzhutan and Zhutan, and enhance the gathering power and radiation driving capacity of "one core"; accelerate the enhancement of the core competitiveness of "two pairs" and strengthen the supporting role of "two pairs"; comprehensively promote the construction of "three belts" and "four regions", and build a new pattern of competitive development of "three belts" and "four regions". Accelerate the pace of making up for shortcomings in the western Hunan region, and promote the implementation of the "Bixi" policy in the western border counties. Adhere to the priority development of agriculture and rural areas, and continuously improve the level of agricultural modernization and comprehensive production capacity. Consolidate the results of poverty alleviation, and solidly promote rural revitalization and urban-rural integration.

(5) Focus on what the people think and expect, and continuously improve the well-being of the people. Adhere to the priority of employment, do a solid job in the employment of key groups, and steadily increase the income of residents. Attach importance to solving the new problems that have arisen after the "double reduction" of education, and promote a fairer and higher-quality development of education. Actively promote the expansion and balanced layout of high-quality medical resources, and effectively alleviate the problem of difficult to see a doctor and expensive diseases. Adhere to the integration of marriage, childbirth, parenting, and education, and comprehensive policies, and promote the implementation of new birth policies. Actively respond to the aging of the population. Better meet the reasonable housing needs of urban and rural residents. Improve the social security system and continuously improve the level of basic public services. Adhere to green development and promote the construction of ecological civilization in depth.

(6) Coordinate development and security, and actively prevent and resolve major risks. Scientifically and accurately do a good job in epidemic prevention and control, and make overall plans for economic and social security, not only to prevent major risks caused by poor work, but also to prevent the "sharp brakes" of economic development caused by excessive measures and "one size fits all". Shoulder the responsibility for food security and ensure that Hunan's responsibility is highlighted in the supply of primary products such as grain. Resolutely curb new hidden local government debt. Strengthen the effective supervision of capital in accordance with the law. Strictly prevent the chain reaction caused by some defaulted real estate projects, and promote the virtuous circle and healthy development of the real estate industry. Actively and steadily promote carbon neutrality, vigorously develop new energy, and ensure energy security。
