I. Implementation of the national economic and social development plan for 2021

Fully promote the key work identified in the "Government Work Report" deliberated and adopted by the Fifth Session of the Thirteenth Provincial People's Congress, the province's regional GDP increased by 6.1% year-on-year, the added value of industries above designated size increased by 7.3%, fixed asset investment increased by 6.4%, the total retail sales of social consumer goods increased by 8.8%, the total import and export volume increased by 29.6%, the general public budget revenue increased by 12.8%, successfully completed the expected goals and tasks of economic and social development, won the battle against poverty, and built a well-off society in an all-round way. Get off to a good start.

(1) The results of the "three rural areas" work are obvious, and the status of the "ballast stone" of food security is more prominent. Strictly implement the same responsibility of the party and government for food security, grasp the two key points of "cultivated land" and "seeds", step up efforts to promote the protection of black land, accelerate the promotion of the "Longjiang model" and "three rivers model", build 10.246 million mu of new high-standard farmland, and sown grain area of 218 million mu, an increase of 1.69 million mu over last year, and successfully complete the goal and task of farmland protection. The development of new agricultural business entities has accelerated, with 96,000 professional cooperatives, 62,000 family farms, 20.42 million mu of agricultural production hosting service area, and the comprehensive mechanization rate of crop cultivation and harvesting has stabilized at more than 98%, continuing to maintain the national leader. The leading agricultural enterprises continue to grow, and there are more than 1700 agricultural product processing enterprises. Rural construction has been solidly promoted, with the transformation of 13,000 dangerous houses in rural areas, the construction and reconstruction of 4,000 kilometers of rural roads, and the improvement of the water supply security level of 2.8 million rural residents. Keeping the bottom line of not returning to poverty on a large scale, the provincial innovation and development of a one-click declaration online platform for monitoring to prevent return to poverty has been further consolidated and improved. Industrial profits have grown significantly, exceeding the national level. The added value of equipment, petrochemical, food, energy and other advantageous industries increased by 13.3%, 9.8%, 6.1% and 6.3% respectively. The whole chain of "five heads and five tails" has been extended and developed, the scale of mineral resources development and deep processing has reached 640.85 billion yuan, and corn processing, rice processing, dairy products, etc. have accelerated to a 100-billion-level industrial cluster. The province's oil and gas equivalent is 43.22 million tons, and the refining capacity reaches 25.8 million tons。 Accelerate the exploration and development of shale oil, invest 3.11 billion yuan to build 5 pilot test well groups, implement 100 shale oil wells, and submit 1.268 billion tons of predicted geological reserves of shale oil. The "Several Measures to Accelerate the Construction of rural delivery logistics system" was formulated and introduced, and the "express delivery to the countryside and villages" was promoted, and the total amount of postal business in the province increased by 20.3%. Harbin Economic Development Zone and Boshi Shares were selected as the second batch of national pilots for the integrated development of advanced manufacturing and modern service industries. Invest 50 million yuan to support the construction of 5 meat cold chain logistics infrastructure projects such as Zhaodong Grand Manor and Fujin Jinda. The 4th Tourism Development Conference was successfully held, and the province's cultural and tourism industry projects completed an investment of 14.13 billion yuan, received 163 million tourists throughout the year, and achieved tourism revenue of 134.5 billion yuan.

(4) Increase the intensity of investment promotion and project construction, and effective investment will grow rapidly. Strongly promote investment promotion, organize 81 major investment promotion activities, sign 1393 new projects of 10 million yuan or more to utilize domestic capital, and the project contract amount is 616.3 billion yuan; the actual utilization of foreign capital increased by 10.8%. A total of 6138 fixed asset investment projects were implemented throughout the year, of which 230 provincial key projects completed an investment of 189.08 billion yuan, driving the growth rate of fixed asset investment in the province higher than the national average. Major infrastructure projects such as Mujia Kezhuan and Beijing-Harbin Expressway were completed and put into use, the construction of the Tieyi Kezhuan, Beihei and Jiahe railways was accelerated, the southeast ring of the first phase of Harbin Metro Line 2 and the second phase of Line 3 was opened for operation, and the jihei expressway and the Jiamusi transit section of the Heda Expressway were carried out smoothly, completing 1800 kilometers of maintenance of ordinary national and provincial highways and 880 kilometers of highway pavement reconstruction. The second phase of the expansion of Harbin Airport has started in an all-round way, the reconstruction and expansion of Jixi and Mohe branch airports has accelerated construction, and Suifenhe Airport has entered the test flight stage.

(5) The pace of scientific and technological innovation has accelerated, and the growth of high-tech enterprises has accelerated. The turnover of technology contracts reached 35.29 billion yuan, an increase of 31.8%. The business environment continues to improve, satisfaction continues to increase, innovative reform achievements such as "business on the license" and "integrity on the code" have been promoted throughout the province, and the experience and practice of adapting to aging in the provincial government affairs hall have been included in the national demonstration cases. The three-year reform of state-owned enterprises has been solidly promoted, and the operating income and profit of local state-owned enterprises in the province have increased by 16.6% and 176.2% respectively year-on-year. The reform experience of Yizhong Group was promoted nationwide, and the total operating income and profit achieved double-digit growth. Beidahuang Group's collectivization and corporatization are running well, achieving operating income of 170.37 billion yuan in the whole year, an increase of 19.7%, and a brand value of more than 140 billion yuan. The modern enterprise system of Sengong Group has been continuously improved. Established Longmei Energy Investment Group. Implement the spirit of the third "Belt and Road" symposium, formulate a three-year action plan for the "Belt and Road", and achieve 150.3 billion yuan in imports and exports to countries along the "Belt and Road", an increase of 31.7%. The number of China-Europe trains issued in the whole year increased by 132.9%.

(7) Solidly promote the construction of ecological civilization and improve the overall quality of the environment. Establish a provincial leading group for the construction of ecological civilization, formulate opinions on the implementation of carbon peaking and carbon neutrality, compile the implementation plan for carbon peaking in Heilongjiang Province, strictly implement the "double control" system of energy consumption, and install 16.46 million kilowatts of new and renewable energy in the province and 3.4 million kilowatts under construction。 An implementation plan was introduced to promote the transformation of ecological value and build an operating mechanism of "Xing'anling Ecological Bank". The province's financial expenditure on people's livelihood was 444.53 billion yuan, accounting for 87.1% of the general public budget expenditure. The municipal overall planning of basic medical insurance has been fully realized, the direct settlement of outpatient expenses across provinces has been opened, and the per capita financial subsidy standard for basic medical insurance for urban and rural residents has been raised to 580 yuan. Effective response to repeated epidemics, accelerated the construction of major epidemic treatment bases in the province, promoted vaccination in an orderly manner, and the coverage rate of new crown vaccination for the permanent population over three years old reached 96%. Preschool education increased by nearly 80,000 inclusive degrees, "double reduction" discipline training institutions reduced by 95.4%, primary and secondary school after-school services achieved full coverage, "four zero" commitment, labor education has become the national advanced model. The initial employment rate of college graduates is 86%, the enrollment of higher vocational education is 40,000, and the consolidation rate of compulsory education, the gross enrollment rate of high school and the gross enrollment rate of higher education are higher than the national 4.1, 5.8 and 17 percentage points respectively. Organize and carry out a series of cultural creation exhibition and performance activities. The province started 50,000 sets of shantytown reform, and 469,000 households were started in the transformation of old urban communities. Renovate 2058 km of old heating pipe network, 1200 secondary water supply pumping stations, and 1811 km of courtyard pipe network. (9) The construction of safety and security has been continuously strengthened, and the level of security development has been further improved. Improve and improve the "five major systems" of safe production, deeply carry out the "ten investigations and ten treatments" of safe production, and the number of various production safety accidents and deaths fell by 13.3% and 8.2% respectively. While seeing the achievements, we must also soberly see the existing problems. Mainly: the impact of the epidemic on economic development is uncertain, commodity prices continue to rise, small and medium-sized enterprises, individual industrial and commercial households production and operation difficulties increase, the contribution rate of industry to economic growth is low, the conversion rate of scientific and technological achievements is not high, investment attraction and business environment construction still need to be strengthened, the pace of aging society is accelerating to bring new challenges, there is still a gap between the level of people's livelihood security and the needs of the masses, the awareness of service enterprise development is not strong, and there are still blockages in the implementation of the "last kilometer".

Second, the overall requirements, principle orientation and main objectives of economic and social development in 2022

In 2022, the 20th National Congress of the Party and the 13th Provincial Party Congress will be held, and it is of great significance to do a good job in this year's economic and social development work.

(1) General requirements
