In the face of increasingly rampant telecommunications network fraud, in 2015, Ke Haiou took the initiative to undertake the heavy responsibility of preparing for the establishment of the Wenzhou Anti-Fraud Center, and coordinated the special personnel of 5 banks and three major operators to enter the station in a very short period of time, involved in the special line, and jointly carried out physical operations with the public security organs.
"In the past, after the masses were deceived, they called the police, and the police wanted to freeze the accounts of the fraud gangs through a complicated process, and the scammers often transferred the money within minutes." In the second year after the establishment of the Anti-Fraud Center, the number of telecommunications network fraud cases in Wenzhou fell by 27% year-on-year, and the amount involved in the case fell by 25.5% year-on-year. Ke Haiou also innovated the tactics, led the team to pioneer and form the "personnel flow" technique in the country, and created a new model of "cracking down on fraud from within the country".
In 2019, Wenzhou has a number of large-scale "pig killing plate" fraud cases. Wenzhou police successfully targeted hundreds of criminal suspects. Under the direct command of the Ministry of Public Security and the Zhejiang Provincial Public Security Department, the Wenzhou Municipal Public Security Bureau launched a cluster attack on criminal suspects, carried out unified network collection operations in more than 10 provinces, arrested 102 criminal suspects, cracked more than 150 cases, and involved more than 10 million yuan.
