In order to thoroughly implement the relevant decisions and deployments of the State Council on stabilizing and expanding automobile consumption, deepen the comprehensive application of automobile maintenance data, improve the service level of the automobile maintenance industry, better protect the legitimate rights and interests of consumers, and promote the high-quality development of the automobile aftermarket, the relevant work is hereby notified as follows:
First, strengthen data quality management and consolidate the application foundation
(1) Clarify the scope of data aggregation. Local transportation authorities should rely on the automobile maintenance electronic health record system (hereinafter referred to as the electronic health record system), on the basis of guiding the first and second types of automobile maintenance operators to do a good job in uploading the maintenance electronic record data, organize the collection and upload of the data of the three types of automobile maintenance operators, and actively guide the automobile comprehensive minor repair operators specified in the "Conditions for the Opening of the Automobile Maintenance Industry" (GB/T 16739.2), as well as those engaged in engines, transmissions, body, air conditioners, Special maintenance operators for electrical system maintenance and four-wheel positioning business will realize the real-time collection of maintenance electronic record data by the end of 2022.
(2) Standardize data timeliness management. (5) Enrich the content of convenience services. (7) Promote the improvement of maintenance service quality. Local transportation authorities should guide automobile maintenance operators to make full use of the data resources of the electronic health record system, grasp the results of the owner's evaluation in real time, and improve maintenance services in a targeted manner; they should strengthen the combing and analysis of the fault information of automobile parts, conscientiously summarize the common problems of seasonal, regional and different types and brand vehicles, strengthen the business training of automobile maintenance technical skills personnel, strengthen the supply and demand docking with parts and components enterprises, accurately allocate relevant parts, and reduce the waiting time for car owners to repair It is necessary to closely share information with relevant departments, further deepen the work of "direct compensation fixed point" and accurate loss determination of accident vehicle maintenance, and provide more convenient and efficient automobile maintenance services for the masses.
(8) Promote the improvement of vehicle technology level. Local transportation authorities should organize automobile maintenance operators to rely on the electronic health record system, strengthen the combing and analysis of vehicle fault information, accurately discover technical problems that are prone to occur frequently, and give feedback to vehicle production and parts manufacturing enterprises in a timely manner in accordance with relevant regulations. Encourage car maintenance operators and car owners to reflect possible quality defects in vehicles and components through electronic health record systems. The competent departments of transportation in all localities shall, in conjunction with the market supervision departments, strengthen the collection and collation of quality defect information, and for those that are found to have quality defects and should be recalled according to law, the market supervision departments shall supervise and urge the relevant vehicle manufacturers and parts manufacturing enterprises to implement the recall in accordance with relevant regulations.

Departments of ecology and environment, transportation, market supervision and other departments should conscientiously implement the requirements of the Notice on the Establishment and Implementation of the Vehicle Emission Inspection and Maintenance System (HuanAng [2020] No. 31), accelerate the promotion of data sharing between the motor vehicle emission inspection system and the electronic health record system, promote joint supervision and law enforcement, strengthen emission testing and comparison, and promote the strict implementation of relevant regulations by automobile emission inspection institutions and vehicle emission performance maintenance (maintenance) stations to achieve closed-loop treatment of vehicle emission pollution. Local transportation authorities should guide vehicle emission performance maintenance (repair) stations to conduct scientific diagnosis and reasonable maintenance of vehicles with excessive emissions, eliminate faults in a timely manner, and improve the level of vehicle pollution control.
(10) Assist in the development of transparent transactions in used cars. Local transportation, commerce and other competent departments, under the premise of ensuring data security in accordance with the law and ensuring the personal privacy of car owners, after desensitizing the data of the electronic health record system, may explore the conditional opening of relevant data inquiry services to the second-hand car field in accordance with the law, and promote transparent transactions of second-hand cars. Encourage the competent departments of commerce in qualified areas to work with the competent departments of transportation to try first, relying on the data of the electronic health record system to provide vehicle maintenance certificates for the export of second-hand cars, and help the export of second-hand cars in China.
