With the development of the mobile Internet, the party, government and judicial organs at all levels across the country have opened accounts and released public information on platforms such as WeChat, Weibo, and Douyin, commonly known as "two micro and one shake" in government affairs. Shen Kaiju, member of the National Committee of the Chinese People's Political Consultative Conference, member of the Central Committee of the China Association for Promoting Democracy, and professor of Zhengzhou University, believes that "two micro and one shake" is conducive to eliminating the information "gap", but there are shortcomings, such as the separation of APP data information between large Internet platforms, resulting in duplicate construction of information content and increasing government administrative costs. For example, the closedness of Internet-based application apps makes only users who have registered for a platform access to relevant public information and public services, resulting in an inequality.

To this end, Shen Kaiju put forward the "Proposal on Breaking the Barriers between Internet Platforms and Smoothing the Effective Opening of Public Information such as Government Affairs" at the two sessions this year, which proposes to require relevant network platforms to ensure that network users of other platforms can directly access or search for "two micro-shake" information and use related services under the premise of security and controllability.

Shen Kaiju introduced that according to the relevant data of the China Internet Information Center, as of June 2021, the total scale of mobile phone netizens in the mainland has exceeded 1 billion person-times, and the total number of mobile Internet applications (APP) has exceeded 3 million, among which WeChat, Douyin, Alipay, Taobao, Kuaishou, Baidu, Weibo, Today's Toutiao and other APP applications have the largest number of applications. Such "super apps" have also become the main channels for disseminating public information and bridging the information "gap" between party and government organs, public and public welfare organizations and citizens.

However, the super APP has the problem of information fragmentation and platform closure. In this regard, the relevant competent departments have launched a special rectification action of "blocking url links". However, there are still key and basic issues that have not yet made breakthrough progress.

Shen Kaiju said that the specific problems of "two micro plus one shake" in the government affairs category are:

First, the content is duplicated. App data information between large Internet platforms is separated from each other, and the degree of user overlap is low, resulting in the government and other public institutions needing to repeatedly open accounts between different platforms and upload and maintain information in order to increase the coverage of information transmission, which in turn leads to an increase in the number of staff and greatly increases administrative costs.

Second, citizens' access to essential information and public services across platforms is hampered. Internet application apps are closed, which in turn allows only registered users to access public information and public services released by governments and other institutions on the platform, which in turn leads to inequality in access to public information and services.

Finally, it induces the unreasonable expansion of large Internet platforms. When the information released by the government or the services provided by the government are substantially monopolized by one or a few large Internet platforms, it will not only seriously affect the rights of citizens to obtain information and services, but also lead to the agglomeration effect of information and services on a relatively single Internet platform, which in turn will boost the dominant position of the platform in the market competition, which will undoubtedly lead to unfair competition between small and medium-sized enterprises and such large Internet platforms.

Shen Kaiju suggested that the relevant state departments should take the opening up of government affairs public information and services as a breakthrough, continue to help break down the information barriers between the mainland's leading Internet platforms and "super APPS", and continue to promote the interconnection and interoperability of information between network platforms.

The specific recommendations are as follows:

First, it is suggested that the government affairs public information and services released by the party, government, judicial and other institutions through "two micro plus one shake" be characterized as mandatory open categories, and no platform can be occupied by itself. Specifically, the relevant network platforms should be required to ensure that network users of other platforms can directly access or search for such information and use related services under the premise of security and control.

Second, for public institutions, universities, hospitals, parks, museums and other organizations and management institutions supported by the state, the information released or services provided through the network platform should be open as the principle, and not open as an exception, so as to avoid the repeated construction and maintenance of such public accounts between different platforms.

Third, under the guidance of relevant departments, we should promote relevant industry associations or leading enterprises to formulate "government affairs public information open standards", formulate rules from the perspective of the scope, degree and technical standards of information openness, form a reasonable information open model, and ensure the operability of information openness.

Fourth, for platform-based enterprises that obstruct the openness and interconnection of government affairs public information, they should increase law enforcement and punish them according to law, so as to form an effective legal support to ensure and promote interconnection.
