First, Sinicization is not complete.
During the Qing Dynasty, although the Mongolian region was included in the territory, compared with the profound Sinicization of Inner Mongolia, Outer Mongolia was still a tribal system, governed by its own tribal chiefs. At that time, the Qing Dynasty's administration of it was relatively insufficient, so that it was not so loyal to the Central Plains Dynasty itself.
Second, the self-interest of the Mongol princes.
During the Qing Dynasty, the main princes and chiefs of Outer Mongolia were dissatisfied with the suppression of the Qing Dynasty. Because they believed that Outer Mongolia was theirs, they wanted to take control of Outer Mongolia autonomously, restore the great authority of the princes, and even call the king emperor, which was the wish of these people. When Tsarist Russia came, they colluded with Tsarist Russia and wanted to establish their own small kingdoms, so that they could better exploit and obtain wealth, and they could become heads of state.
Third, the resoluteness of the great powers.
Tsarist Russia and the Soviet Union were very determined to be independent of Mongolia. Because Russia and the Soviet Union have always wanted to create a buffer zone between China and avoid a large number of territorial borders. Moreover, Tsarist Russia and the Soviet Union feared that once China rose, it would be able to cut off Siberia as long as it moved north from Outer Mongolia, and if so, Tsarist Russia would be very dangerous.
Therefore, for a hundred years, it has been promoting the independence of Outer Mongolia, and this force is so stronger than that of the British and other powers, so that the Qing Government and the Republic of China have no way.
