Born on December 23, 1906 in Tumut Banner, Inner Mongolia, Ulanf's childhood seems to be more complicated than that of the Han people. At that time, at the time of the collapse of the Qing government, with the establishment of the Republic of China, the domestic situation became more and more chaotic. As a minority in the country, ethnic minorities receive even less attention in the face of aggression and artillery fire. Therefore, when Ulanf was a child, he often witnessed riots and conflicts in the village. Seeing that the road ahead was slim and there seemed to be dark clouds hanging over his head, Ulan fu did not choose to live like many people at that time, but redoubled his hard work and entered the Beijing Mongolian and Tibetan School in 1923 to continue to learn the advanced knowledge of the time.

During his time at the school, under the influence of Li Dazhao and other early leaders of the Communist Party of China, Ulanfu actively participated in the student movement to resist Japan and save the country, and gradually established the political ideal of communism, becoming an outstanding young man among the Mongolians who woke up very early. In September 1925, Ulanf officially joined the Communist Party of China and was subsequently sent to Moscow to study. After returning to China, Ulanf, who was close to his hometown, accepted the organization's assignment and went to the border ethnic minority areas of the country to begin the construction of the Simon Working Committee in China.

As mentioned earlier, the country was in a turbulent situation at that time, and the situation in the Monsi region was even more complicated. After Ulan fu returned to Inner Mongolia, the first thing he needed to face was the distribution of many forces on the grassland, and among them, there was another person named Dewang who was the most difficult to deal with. After gaining an in-depth understanding of the situation on the ground, Ulanf quickly organized a group of people to carry out armed struggle. Ulan fu understood that only by overthrowing the old forces that were accumulating on the people could the Inner Mongolia region usher in a new tomorrow. Under Ulanf's command, his rebel army soon defeated the old power group led by the German king. Under such a good situation, the communist propaganda work in Inner Mongolia has also proceeded more and more smoothly.

Since then, Ulanf has remained in Inner Mongolia to preside over all local work, from the War of Resistance Against Japanese Aggression to the War of Liberation to the founding of New China, Ulanfu has always stuck to his post and made great contributions to maintaining national peace and stability.

After the founding of New China, Ulanf was elected vice premier of the State Council with years of outstanding performance. In the next 34 years, Ulanf, as before, worked diligently in this post and dedicated his blood to the motherland and the people. At the 1955 ceremony, Ulanf was awarded the rank of general, and unlike other generals who received such honors for fighting bloody battles, Ulanf's general was a state recognition of his contribution to national unity and regional stability.

Since then, Ulan fu has also presided over the construction of the Inner Mongolia Autonomous Government and served as the chairman of the Autonomous Government. It is worth mentioning that the son of Admiral Ulanf also inherited his good virtues and outstanding abilities. His eldest son, Buhe, like him, held the post of deputy state and was vice chairman of the National People's Congress. The son inherited his father's business, and two generations were able to contribute to the country to the best of their ability, which is believed to be a matter of great satisfaction for Ulanf in his later years.
