Xinjiang has added a new vice chairman.
On September 28, the 28th meeting of the Standing Committee of the 13th People's Congress of the Xinjiang Uygur Autonomous Region passed the appointment and dismissal list and decided to appoint Xue Bin as vice chairman of the People's Government of the Xinjiang Uygur Autonomous Region.

Xue Bin, male, Han ethnicity, born in April 1966, 55 years old, wubao people, Shaanxi, joined the work in July 1987, joined the party in July 1998, university degree, national registered urban planner.
According to public information, in September 1983, 17-year-old Xue Bin went to Shanghai Tongji University to study urban planning in the Department of Architecture, and after graduating in 1987, he worked at the Xinjiang Urban and Rural Planning and Design Institute, where he has worked for 34 years since then.
He is a provincial and ministerial-level cadre who has grown up step by step from the grass-roots level.
During his stay in Xinjiang, he served as deputy director of the Urban and Rural Planning Department and director of the Technical Review Station of the Construction Department of the Xinjiang Uygur Autonomous Region, director of the Urban Planning Department of the Construction Department of the Xinjiang Uygur Autonomous Region, member of the party group and assistant commissioner of the Turpan Regional Administration, member and secretary general of the Turpan Prefectural Committee, member and secretary general of the Turpan Prefectural Committee, member of the Standing Committee of the Bazhou Party Committee, secretary of the Kuwei Party Committee, secretary of the Korla Municipal Party Committee, and first secretary of the Political and Legal Committee of the Municipal Party Committee.
In February 2016, Xue Bin took office as deputy secretary of the urumqi municipal party committee, deputy secretary of the municipal government party group and executive vice mayor, and a year later (March 2017), Xue Bin succeeded Erkenjiang Tulahong (currently a member of the Standing Committee of the Hubei Provincial Party Committee and director of the United Front Work Department) to become the secretary of the Tacheng Prefectural Party Committee.
Guarding the border and consolidating the border and rejuvenating the border and enriching the people is a major political responsibility in the Tacheng area.
According to the official website, the Tacheng region is located in the northwest of the motherland, bordering Kazakhstan, with a border length of 540.6 kilometers. The Tacheng National Key Development and Opening Pilot Zone in Xinjiang is currently the only one in the northwest region that has been developed and opened along the border.

Zheng Zhijun noted that shortly after Xue Bin became the secretary of the Tacheng Prefectural Committee, in April 2017, Xue Bin held an enlarged meeting of the Tacheng Prefectural Committee.
At the meeting at that time, Xue Bin said that it is necessary to resolutely play a good combination of anti-terrorism and stability maintenance. We should persist in cracking down high pressure and not slackening our efforts; we should persist in preventing returns and cracking down on dispatches without hesitation; and we should not slacken our efforts to strengthen the anti-separatist struggle in the ideological field.
Xue Bin also attaches great importance to environmental protection.
In 2018, he told the media that Tacheng should catch up with the latecomers, and this catch-up is not necessarily an economic indicator, but a new development concept.
"The Tacheng area should be a harmonious, ecological and livable place." Xue Bin said, "Ecology includes two aspects, one is the ecological environment under the new development concept, and the other is the political ecology, where there must be a clean atmosphere and an environment for officials to start a business." ”
He also mentioned that the Tacheng area should adhere to the principle of "preferring slower economic development to the expense of the ecological environment" and strictly abide by the bottom line of ecological protection.
In December 2020, the enlarged meeting of the Tacheng Prefectural Committee of the Communist Party of China was held. Xue Bin made a report entitled "Seize Strategic Opportunities, Work Hard and Forge Ahead, and Start a New Journey of Comprehensively Building a Harmonious, Ecologically livable Tower City."
The meeting mentioned that it is necessary to strengthen the construction of ecological civilization, improve the ecological environmental protection mechanism, promote green and low-carbon development, continue to strengthen environmental governance, and strengthen ecological protection construction.

Chen Mingguo was president of the Qinghai Provincial High People's Court, and in January 2021, he was appointed vice chairman of the People's Government of the Xinjiang Uygur Autonomous Region and director of the Autonomous Region's Public Security Department.
Yang Fasen has been working in Xinjiang for a long time, and before he became vice chairman of the new Xinjiang Uygur Autonomous Region People's Government in March 2021, he was the secretary of the Hotan Prefectural Committee and the first secretary of the party committee and the first political commissar of the 14th Division of the Xinjiang Production and Construction Corps.
Chen Weijun has worked in Zhejiang for a long time, serving as a member of the Standing Committee of the Zhejiang Provincial Party Committee and secretary of the Wenzhou Municipal Party Committee, and went to Xinjiang across provinces in May 2021 to serve as a member of the Standing Committee of the Party Committee of the Xinjiang Uygur Autonomous Region, and in June 2021, he was appointed Vice Chairman of the People's Government of the Autonomous Region.
