According to Xinjiang Daily, on September 28, the 28th meeting of the Standing Committee of the 13th People's Congress of the Xinjiang Uygur Autonomous Region passed a decision to appoint Xue Bin as vice chairman of the autonomous regional government.

Born in April 1966, a native of Wubao, Shaanxi Province, Xue Bin graduated from Tongji University and worked in the Xinjiang Urban and Rural Planning and Design Institute, and served as the director of the Urban Planning Department of the Autonomous Region Construction Department, a member and secretary general of the Turpan Prefectural Committee, a member of the Standing Committee of the Bazhou Party Committee, the secretary of the Kuwei Party Committee, the secretary of the Korla Municipal Party Committee, the deputy secretary of the Urumqi Municipal Party Committee, and the executive vice mayor.

In March 2017, he was promoted to secretary of the Tacheng Prefectural Party Committee until this new appointment. Located in the northwest of the motherland and bordering Kazakhstan, the Tacheng region has jurisdiction over four counties and three cities (Tacheng, Emin, Wusu, Shawan, Tori, Yumin, and Buxel Mongolian Autonomous County), with a total area of 105,000 square kilometers.
