In recent years, in order to strictly prevent and control campus food safety risks, further standardize the county's campus canteens, campus and surrounding food business order, and effectively ensure the food safety of teachers and students, Tuoketuo County has strictly implemented the "four strictest" requirements for food safety, carried out a series of special campus food safety management actions, and adhered to the "five measures at the same time" to build a solid "safety net" for campus food in the county.

Consolidate responsibilities and strengthen responsibility. Carry out comprehensive inspection and on-site guidance on the implementation of the school canteen contracting management system and the promotion of the establishment of food safety demonstration counties, strengthen the "principal's first responsibility system", consolidate the main responsibility of the contracted operation enterprise, solidly promote the "two responsibilities" guarantee work, comprehensively consolidate the "two responsibilities" of the government and the school, comprehensively supervise the food safety of 42 primary and secondary schools in the county, and arrange the county and department-level leaders to guarantee and supervise the B-level main campus canteen, and the supervision rate and rectification rate of each quarter have reached 100%; Relying on the "Internet + Bright Kitchen and Bright Stove" to empower the smart supervision of campus canteens, the coverage rate reaches 100%, and the level of school food safety data management is effectively improved.

Grasp the "two mouths" and two-way control. In the process of food distribution, the food distribution units that undertake the centralized supply service of food ingredients in the school canteen are inspected to control the "export" pass; in the process of receiving food ingredients into the school, strict inspection and audit procedures are carried out, and the verification work of warehousing ledger and food material inspection is done to ensure the safety of each batch of food ingredients entering the canteen, forming a full closed-loop management of distribution, and guarding the "entrance" pass.

Scientific and standardized, rapid detection. In the process of law enforcement inspection, the food safety "sampling and rapid inspection into the campus" activity is carried out from time to time, and rapid testing is carried out on all kinds of ingredients and foods in the campus canteen and food business merchants around the campus, so as to ensure the food safety of the campus by professional and technical means. Launched the online and offline "you point and I check" activity on campus food safety, fully soliciting the opinions of teachers, students, parents, social supervision forces and other parties, and forming a working situation of joint supervision and joint management. Since 2024, 64 batches of food sampling and rapid inspection have been carried out in school canteens, of which 36 batches of rapid inspections have been carried out in the school season, and 2 batches have been unqualified.

Strictly enforce the law and strengthen rectification. Combined with the special rectification action of campus food safety, focusing on school canteens, canteen operation service enterprises, and food business merchants around the campus, multi-department joint campus food safety inspections are carried out, and a linkage mechanism of various regulatory departments performing their duties and cooperating with each other is established, so as to form a situation of co-governance and co-management of departments. Since 2024, a total of 242 market entities and 24 custodian institutions around the campus have been inspected, and on-site guidance has been provided to solve the problems found in the inspection and a list of problems to be rectified has been formed, and the department has tracked and rectified the problems in place.

Propaganda and guidance, the formation of co-governance. Supervise and urge school canteen contracting enterprises to organize and carry out professional training on food safety for food safety management personnel and employees, continuously enhance their sense of responsibility and safety awareness, unblock 12315, 12345 and other food safety violations and complaint reporting channels, and regularly release campus food safety inspection results through new media platforms such as WeChat public account and Douyin, and accept supervision from all walks of life. Closely combined with the "3.15" consumer rights and interests publicity activities, improve the awareness of the main responsibility of food safety and integrity management of business units, and enhance the awareness of self-prevention and consumer rights protection of teachers and students.

Next, Tuoketuo County will continue to carry out full-coverage and "retrospective" normalized inspections of all kinds of school canteens, off-campus feeding units and food business units around the campus in the jurisdiction, timely investigate and eliminate risks and hidden dangers, build a solid campus food "safety net", and take practical actions to ensure the "safety on the tip of the tongue" of teachers and students.
