"Keeping the bottom line": Continuously consolidating the achievements of the "three guarantees" and drinking water safety, and weaving a dense monitoring network to prevent the return to poverty are the necessary prerequisites for preventing large-scale return to poverty. On the one hand, we will continue to consolidate the achievements of the "Three Guarantees" and drinking water safety. Improve the long-term working mechanism for the control of dropouts in compulsory education, accurately implement the student financial aid policy, consolidate and improve the quality and level of compulsory education, do a good job in the dynamic monitoring of the population lifted out of poverty and the monitoring targets, and the early warning and monitoring mechanism for patients with high medical expenses, implement comprehensive guarantees such as serious illness insurance and medical assistance, and continue to improve the capacity of primary medical and health services; implement a long-term mechanism for dynamic monitoring of rural housing safety, and do a good job in the identification and renovation of new dilapidated houses to ensure that "people do not live in dilapidated houses"; The mechanism for the investigation and clearance of hidden problems, and the long-term mechanism for operation and maintenance, management and protection, have continuously improved the level of rural water supply. "Increasing momentum": Promoting the continuous increase in the income of the population lifted out of poverty and the improvement of endogenous development momentum is the primary task to prevent large-scale return to poverty. Grasping industrial employment is not only a key measure to promote agricultural income, but also a long-term strategy to enhance the endogenous development momentum of poverty alleviation areas and poverty alleviation people. For the low-income rural population who have the ability to work, efforts should be made to improve their skills and quality, so that they can become rich through hard work with their own hands, and for the low-income rural population with weak labor ability, we will help them stabilize their employment by developing public welfare posts, promoting the absorption of support workshops, and encouraging various business entities to provide jobs; Policies and mechanisms to encourage people who have been lifted out of poverty to work hard and get rich.

"Promoting revitalization": Strengthening assistance in key areas and continuously improving the development capacity of poverty alleviation areas are key measures to prevent large-scale return to poverty. On the one hand, strengthen assistance in key areas.
