A few days ago, the Chengdu Municipal Bureau of Justice commended the outstanding performance units of public legal services and outstanding duty lawyers, among them, the Jinniu District Bureau of Justice was awarded the "12348 Public Legal Service Hotline Outstanding Performance Unit" and "Outstanding Legal Aid Work Performance Unit", and the Jinniu District Legal Aid Center Duty Lawyer Ping Jing was awarded the title of "Excellent Duty Lawyer".
It is understood that since 2023, the District Judicial Bureau has handled a total of 684 legal aid cases and provided 12,255 legal consultations, with the completion progress of 121% and 292% of the province's livelihood project goals and tasks, respectively.
In terms of building the "five types of legal aid", the District Judicial Bureau has continued to optimize the three service teams, simplify the work process, strengthen the assessment and supervision of service quality, and build service-oriented legal aid based on strong capabilities and quality improvement. During this period, the District Bureau of Justice completed the selection of law firms on duty in the public service center, used the information platform to realize the online delivery of assigned documents, and formed a team of 50 duty lawyers stationed in the courts and procuratorates to handle 1,949 plea affidavitas and testimonies.
Based on the classification and refinement of services, the District Judicial Bureau has set out to improve the service experience of the masses, extend the service chain for special groups, and concentrate on carrying out the warm spring action of migrant workers' rights protection, so as to create a heart-warming legal aid. In the service hall, convenient services such as "appointment service", "door-to-door service" and "notification commitment" have been implemented, and a one-hour lunch and Saturday extended service have been opened. Assisted migrant workers seeking wages, women and children who defended their rights due to domestic violence, and groups that recovered three fees and requested compensation for traffic accidents to apply to the district procuratorate for support for prosecution 11 times, and assisted 13 recipients who met the conditions for judicial assistance in applying for 86,000 yuan for judicial assistance. In addition, the District Judicial Bureau has also implemented facilitation measures such as "quick handling without trial", "combination of aid and investigation" and "collaborative joint office" for migrant workers to seek wages and protect their rights, recovering more than 3.5 million yuan of economic losses for migrant workers.
Based on smooth service channels, we will actively build intelligent legal aid. Deepening the "face-to-face handling", the District Judicial Bureau provides services to the masses through the "12348 Legal Network", "Taurus e-Law", "Community Smart Public Service (PLS) Platform" and mail. In terms of the construction of the new position, the District Judicial Bureau straightened out the relationship between the service window of the "Ping An Golden Bull" Governance Center and the bureau center in terms of case acceptance, preliminary trial, and data transfer, and implemented the "separation of complicated and simple cases", and the masses applied for legal aid in 12 cases, and selected on-site answers, appointments for Q&A or telephone answers according to the difficulty of the parties' cases and the complexity of the case file materials, and opened a "green channel" for special groups such as the frail elderly and retired soldiers to provide priority services.
Based on strengthening publicity and guidance, the District Bureau of Justice organizes regular publicity, carries out thematic publicity, and gives full play to exemplary guidance to create satisfactory legal aid. Take advantage of opportunities such as the "Public Service Satisfaction Assessment", "Rule of Law Lecture Hall", and "Seven Advances in Law" to organize lawyers to enter communities, courtyards, markets, and so forth, and organize normal publicity. Pay close attention to important time nodes such as "May 1 Labor Day", "Helping the Disabled Day" and "Double Ninth Festival", and carry out targeted theme publicity activities. At the same time, we should actively collect and submit typical cases, select a group of advanced collectives and advanced individuals to commend them, and give full play to the incentive and guiding role of advanced models.
In addition, based on the construction of party style and clean government, the District Judicial Bureau has changed its supervision methods, strengthened supervision and assessment, built endogenous strength, and made every effort to create sunshine legal aid.
In 2023, the District Bureau of Justice won the first prize of the business system explanation category in the "Skills Competition" of the informatization of the judicial administrative system in the province, and was awarded the honorary titles of "2021-2022 Chengdu Jinniu District 38 Red Flag Collective" and "2023 Chengdu Jinniu District Community Education Advanced Collective", and was presented with 6 pennants by the masses, telephone and written praise 6 times.
In 2024, the District Bureau of Justice will continue to focus on the promotion of the people's livelihood project of "doing practical things for the masses", dig deep into the needs of the masses for legal aid services, continuously promote the standardization of business processes, and promote the further integration of legal aid entities, hotlines, and online service platforms with the purpose of facilitating and benefiting the people, and provide legal aid services that meet the expectations of the masses.
