Especially in the past three years, the county party committee and county government have always insisted on putting the restoration of the ecological environment of the Yangtze River in a prominent position, and resolutely fought the battle of protecting and restoring the Yangtze River and defending the clear water. The water quality of 6 national and municipal examination sections has reached the assessment standards, including 2 urban drinking water sources and 8 "10,000 tons" centralized drinking water sources, and the water quality compliance rate is maintained at 100%.

We will continue to promote the comprehensive management of the water environment around the "one river and four rivers", and make every effort to ensure the safety of the water environment. Implement a permanent ban on fishing in the Jiupanhe Aquatic Germplasm Resources Conservation Area, and clean up 740 ships for their own use in towns and towns. It signed a cross-basin "ten-year fishing ban" joint law enforcement cooperation agreement with neighboring Yunyang County, Wushan County and Lichuan City in Hubei Province. The total investment of the EOD project for comprehensive treatment and industrial development in the Zhuyi River Basin is 2.9 billion yuan, and the project bidding schedule has been released. 450 million yuan was raised, 7,167 meters of pipe network were repaired, 19 rain and sewage mixed box culverts and 145 misconnection points were reconnected in the urban area, and a total of 11.3 kilometers of pipelines were newly reconstructed and installed, 316 inspection wells were built, and the remediation rate of sewage outlets into the river reached 100%.
The "Measures for Investigating the Responsibility for Dereliction of Duty in the Work of the River Chief System in Fengjie County" was promulgated, and the No. 1, 2, and 3 county-level chief river chief orders were issued, and the two-level "double chief river chief" structure and the three-level river chief system were established, and 582 river chiefs were set up at different levels and sections, and the special rectification of the Yangtze River reservoir bank was carried out in a solid manner. A town-level river chief was named "the most beautiful river and lake guardian in the country", and He Dengqiong, a river bleaching cleaner in the Fengjie section of the Yangtze River, became the "top ten most beautiful river and lake guards in the country".
Taking the whole Meixi River basin as a pilot, Wuxi County signed a horizontal compensation agreement for the Meixi River Basin. At present, 8 times of water quality monitoring of the whole basin of the Meixi River basin have been completed, and the concentrations of ammonia nitrogen and total phosphorus in the section of the Luohan Bridge of the Meixi River have decreased by 70% and 7.5% respectively compared with the section in Fengjie County of Wuxi County.

By standardizing solid waste management, accelerating the improvement of the domestic waste collection and transportation system, taking measures such as strengthening daily supervision and strengthening reservoir shore restoration, the construction of "zero-waste cities" has been carried out with high quality, and the level of solid waste reduction, recycling, and harmlessness has been comprehensively improved, and the special supervision of joint law enforcement on the reception, transfer and disposal of pollutants from ships has been strengthened, and 12 cases of pollution prevention and control in various waters have been investigated and dealt with.
Adhere to the principles of compliance with laws and regulations, classified disposal, etc., and carry out the special action to clean up and rectify the shoreline utilization project of the main stream of the Yangtze River in Chongqing, and the investigation and rectification action of the shoreline utilization project of the main stream of the Yangtze River. Implement the ecological restoration of the reservoir line, combined with the implementation of riverside roads and other projects, and renovate 1.11km of the reservoir bank of the main stream of the Yangtze River.
Realize "don't let garbage out of the door". Completed the renovation of solid waste, domestic sewage and oily sewage storage facilities for 192 registered ships, and the construction of 12 sets of fixed reception facilities for ship pollutants, achieving "zero discharge" of pollutants from ships. More than 20,000 tons of floating garbage in the water area and more than 1,400 tons of garbage on the reservoir bank are salvaged every year.
Fengjie is one of the first innovative counties in the country, and has continuously strengthened its demonstration construction. There are 19 municipal-level ecological civilization demonstration towns (streets). Yongle Town, Ping'an Township and Dawo Community of Qinglong Town were named the third batch of Chongqing "Lucid Water and Lush Mountains are Invaluable Assets" practice and innovation bases. The demonstration experience of green development in Ouying Village, Caotang Town, was affirmatively approved by the main leaders of the Municipal Party Committee.

Actively integrate into the overall economic and social development of the county, provide high-quality services for 387 project access, with a total investment of 6.52 billion yuan, including 272 million yuan in environmental protection, to help the construction of key projects such as the Second Yangtze River Bridge. Actively and steadily promoting carbon peak and carbon neutrality, the three counties of "Fengjie-Wushan-Wuxi" jointly applied for climate investment and financing pilots, and were successfully included in the first batch of pilot projects at the municipal level.
Do a good job of feedback problems to support rectification. The first round of feedback from the central environmental protection inspectors and the second round of rectification by the central ecological and environmental protection inspectors involved a total of 22 rectification measures and 34 specific problems, all of which were completed at the end of 2019 and the end of 2022 respectively. All 41 petition complaints were resolved. For two consecutive years, it has been listed as a positive model of national problem rectification in the warning film of the national Yangtze River Economic Belt problem, of which the upgrading and reconstruction of the sewage treatment plant in front of the mouth was included in the only positive model in the city in 2020, and the rectification of the Meixi River Wetland Nature Reserve became one of the two positive examples in the city in 2021.
The effectiveness of the ecological civilization construction in Fengjie County has been reported by many mainstream media such as "People's Daily", "Xinhua News Agency" and "China Environment News". Fengjie County Ecological Environment Bureau was awarded the title of Advanced Collective of Chongqing Ecological Environment System and Advanced Collective of Beautiful Chongqing Construction and Publicity.
