According to the Notice of the Municipal Education Commission on Printing and Distributing the >< Guiding Opinions on the Enrollment of Kindergartens in Tianjin in 2024 (Jin Jiao Zheng [2024] No. 6) and the relevant meeting requirements of the Education and Sports Bureau of Binhai New Area, combined with the actual situation of the region, the implementation plan for the enrollment of kindergartens in the Eco-City in 2024 is formulated, as follows:
Admissions Principles
Adhere to the principles of fairness, openness and justice, and standardize and orderly carry out kindergarten enrollment work.
Organizational leadership
Strengthen the unified leadership and supervision of the enrollment of kindergartens in the Eco-City to ensure the smooth and orderly completion of the work; A leading group for enrollment has been set up with the director of the Eco-City's Education and Sports Bureau as the team leader, the director in charge of the bureau as the deputy leader, and the kindergarten enrollment, daily management, logistics support and office comprehensive departments as members, to conduct all-round supervision and inspection of kindergarten enrollment conditions, enrollment scope, and fee standards.
Related Policies
(1) Age requirements for registered children
Children aged 3 or above (born between September 1, 2020 and August 31, 2021).
(2) Registration conditions
If there is an independent property in the Eco-City (the property has been delivered), the owner of the house and the child must meet the relationship of parents or "four elders" (grandparents).
(3) Enrollment and admission methods
The admission list is determined by a combination of filling in the volunteer and computer random allocation.
Admissions Process
(1) Publish and post enrollment brochures
In accordance with the unified arrangement of the city and the new district, each kindergarten must be posted on May 18 to post the enrollment brochure, which should include but is not limited to the number of enrollment plans, registration materials, registration time and place, etc.
(2) Online information collection
From 10:00 a.m. on May 25, 2024 to 3:00 p.m. on May 29, 2024, parents of young children who meet the registration requirements must log in to the "China-Singapore Tianjin Eco-City Education Information Platform" (http://jtj.eco-city.gov.cn/), enter the "Kindergarten (Kindergarten) Registration Portal", register first and then log in with the child's ID number, fill in the information as required, and upload the original picture of the submitted materials.
After completing all the information filling, uploading the materials and passing the review, the online information collection will be deemed to be completed; The order of submission is not the basis for admission.
(3) Fill in the volunteer online
Parents of young children who have completed the online information collection must log in to the "China-Singapore Tianjin Eco-City Education Information Platform" (http://jtj.eco-city.gov.cn/) again from 10:00 a.m. on June 11 to 3:00 p.m. on June 14, and select the kindergarten they intend to fill in. The specific arrangements are as follows:
From 10:00 a.m. on June 11 to 3:00 p.m. on June 14, parents who are willing to register for Tianjin Eco-City Guozishen Kindergarten (Huaxia Star Park, 3-3 Park, 3-3 Sunshine Coast Park), Tianjin Eco-City Ailu Kindergarten, Tianjin Eco-City Little Venus Mingde Kindergarten, and Tianjin Eco-City 3-3-Star Haihai Kindergarten can fill in the online application.
From 10:00 a.m. on June 12 to 3:00 p.m. on June 14, parents who are willing to register for Tianjin Eco-City Guozigong Kindergarten (Ai Yi Park, Little Venus Park, Little Venus Kai Tak Park, Weicai Park), Tianjin Eco-City Guozijing Kindergarten (Hailida Meixin Park, Hailida Park, Hailida Meiyi Park), and Tianjin Eco-City Guozi'an Kindergarten (Yushujia Park, Yushu Jialehui Park, Elite Legend Park) can fill in the online form.
Each child can only choose one kindergarten, volunteer to fill in the submission in no particular order, please consider all aspects of the family, carefully fill in; Before the system is closed, parents can check the real-time registration status of each kindergarten, and at the same time, they can also modify the selected kindergarten according to their actual situation and needs. The voluntary application of the information platform will be closed at 3:00 p.m. on June 14, and children who have not registered within the time limit can register in accordance with the provisions of the Eco-City's Education and Sports Bureau's supplementary notice on kindergarten enrollment after the centralized enrollment of kindergartens (expected to be mid-July).
(4) On-site data verification
From 4:00 p.m. on June 14, parents of young children who have completed the voluntary application can print the volunteer form on the information platform. On June 15th, bring the admission volunteer form and registration materials (see the enrollment brochure of each kindergarten for specific time and related requirements) to the selected kindergarten for information verification, and the verification order will not be used as the basis for subsequent admission. The relevant materials have been reviewed by the kindergarten and submitted to the Eco-City Education and Sports Bureau for review before the qualification for admission to the kindergarten can be confirmed.
(5) Admission
After the qualification for admission to the kindergarten is confirmed, for kindergartens where the number of applicants is less than the number of enrollment plans, children can enter the kindergarten directly; For kindergartens where the number of applicants exceeds the number of enrollment plans, the kindergarten will organize computer random allocation of admission, and will invite notary offices, teacher representatives, and parent representatives to participate in the joint supervision of the allocation process.
Other Notes
(1) Ensure that children of special groups are admitted to kindergartens. Implement preferential treatment policies in accordance with the provisions of the Ministry of Education for the children of martyrs, children of eligible active-duty military personnel, children of personnel of the national comprehensive fire and rescue team, children of public security heroes and police officers who have died in the line of duty and are disabled, and other types of preferential care recipients.
(B) for-profit kindergarten enrollment. Tianjin Binhai New Area Ai Yi Kindergarten Co., Ltd. (No. 312 Hefeng Road, Eco-City, Tel: 022-66227888) is a for-profit private kindergarten in the Eco-City.
Precautions
1. All kindergartens must conscientiously organize the enrollment work of this year and provide good services for the residents of the Eco-City.
2. If the computer random allocation is unsuccessful, meets the registration conditions but has not completed all the registration procedures, and the children or children of Hong Kong, Macao, Taiwan, and foreign nationals are the above identities, they can register in accordance with the relevant provisions of the supplementary notice of the Eco-City Education and Sports Bureau on kindergarten enrollment after the centralized admission of each kindergarten (expected to be mid-July). If the child or child of a foreign national is a foreigner, please consult each kindergarten for details.
According to the unified arrangement of the Eco-City's 2024 kindergarten enrollment work, the registration of middle and large classes in each kindergarten in the fall of 2024 will be determined by each kindergarten in combination with the enrollment and admission of new students.
3. Parents must ensure that the registration materials are true and valid, and the Eco-City Education and Sports Bureau will verify with the relevant departments, and if it is found that it is forged, the registration qualification will be cancelled and the corresponding responsibilities will be investigated.
