1944年苏联卫国战争进入苏联反攻阶段,苏联开始把德军逐出巴尔干半岛,这时的英国丘吉尔没有对盟友胜利的喜悦,相反如热锅上的蚂蚁,按照传统意义上讲,英国一直以来对巴尔干半岛视为自己的花园,如果苏联解放了整个巴尔干半岛,英国的影响力就会被苏联清除干净,于是丘吉尔飞往莫斯科,与斯大林进行紧急会谈,席间丘吉尔用一张纸写明了双方的势力范围,英国放弃南斯拉夫,苏联让出希腊,这便是英苏百分比协定。

这里所说的南斯拉夫是以铁托领导的南共,苏联本想施加影响,控制成自己的卫星国,结果铁托硬气,不依靠苏联的支持,自己赶走了德国人,制度的选择上是社会主义,虽然在苏联眼里是个刺头,但是好歹还是跟自己姓。希腊这边就完全是信仰苏联的那一套,德国人走后,希共与希腊流亡政府互不对付。双方在军队组建,政府任职等方面有着巨大的分歧,结果希共与希腊流亡政府之间爆发了武装冲突,英国得到苏联不干预的承诺以后,开始介入希腊冲突。这时的希腊共产党还不知道自己被苏联出卖,还指望苏联的外交干预。1946年希腊内战正式爆发。其实这场战争真正的主角是希腊共产党与英国,希腊流亡政府只是个酱油运动员,但是英国在二战中已经被严重的衰落了,长期的战争消耗让英国元气大伤,维系帝国存在的殖民体系已经或正在崩溃,1946年初的暴风雪,更是让英国雪上加霜一半以上的工业已停产,大量人口失业。而且这个时候的东西双方社会主义阵营与资本主义阵营的竞争已经是不争的事实,美国接过了英国手中的权柄,刚开始希共毕竟是游击战出身,拥有大量富有作战经验的兵员,战局向着希共有利的方向发展,英国眼看战争要有失败的风险,紧急知会美国,为防止希腊完全倒向苏联,美国开始对希腊政府提供经济军事援助。还派出了大量军事专家和顾问,协助希腊政府军作战。

相比美国对希腊政府的大力援助,苏联则对希腊战局漠不关心,只有南斯拉夫对希腊进行着支持,而且希腊共产党自己还做死,一心只寄希望苏联干预,对南斯拉夫的援助,毫无感激。最后南斯拉夫也关闭了与希共的联系。更为搞笑的是希共内部也出现了领导分裂,给本来就不利于自己的局势雪上加霜。结果可想而知,很快希腊政府在军事上击败希共,美国在围堵苏联的布局上,取得了实战经验,而且随着希腊资本主义制度的建立,使得苏联渗透伊朗与土耳其的愿望化为了泡影。
