With the determination of 8 national hub nodes of the computing power network and 10 national data center clusters, the "East Counting West Calculation" project was officially launched. Among them, the national hub node of the Beijing-Tianjin-Hebei national integrated computing power network provides strong support for the development of the data center industry cluster in the Beijing-Tianjin-Hebei region.

The implementation of the "East Counting West" project will greatly promote the decline of data center operating costs. In fact, the three major operators have already laid out in the field of "East Numbers and West Calculations". It is worth noting that in the "2021 National New Data Center Typical Case List" announced by the Ministry of Industry and Information Technology not long ago, China Mobile's Beijing-Tianjin-Hebei (Tianjin) Xiqing Data Center and China Unicom Langfang Cloud Data Center were on the list.

Promote the "East Counting West" project

As early as 2020, China Telecom clarified the data center/cloud layout of "2+4+31+X", of which "2" refers to Inner Mongolia and Guizhou, "4" refers to Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and Shaanxi,Sichuan-Chongqing, and "31" and "X" mainly refer to the distribution of provinces, prefectures, cities and counties. China Telecom's data center positioning for Inner Mongolia and Guizhou is to make full use of the advantages of abundant local renewable energy and low cost of energy consumption to provide the whole country with low real-time requirements such as artificial intelligence model training, data storage backup, offline analysis and other services with low real-time requirements. For the construction of data centers in Beijing-Tianjin-Hebei, yangtze river delta, Guangdong-Hong Kong-Macao Greater Bay Area and Shaanxi-Sichuan-Chongqing regions, China Telecom's positioning is to serve high-density populations in hot spots, video playback with high frequency visits, e-commerce and other real-time demanding services to meet the needs of regional strategic development. For the "31+X", China Telecom mainly deploys ultra-low latency, large bandwidth, and massive connections such as Internet of Vehicles, autonomous driving, drones, industrial Internet, and AR/VR.

Up to now, China Telecom's data centers deployed in the "2+4" region have reached about 77% of the total scale. In addition, in order to adapt to the rapid development of data centers and cloud services, China Telecom has simultaneously promoted the networking of communication networks from the traditional administrative division to the networking of data centers and clouds, especially in Inner Mongolia and Guizhou, deploying backbone communication network nodes in data centers, and directly interconnecting them with first-line or economic hotspots such as Beijing, Shanghai, Guangzhou, and Shenzhen, providing users with low latency and high-quality fast access.

In accordance with the layout requirements of the national integrated computing power network, China Telecom will continue to increase the construction of data centers in national hub nodes, and it is expected that at the end of the "14th Five-Year Plan", the scale of the eight major hub node data centers will account for 85%; at the same time, the proportion of east and west will be further optimized, so that the data centers will be adjusted from the current 7:3 to 6:4 at the end of the "14th Five-Year Plan". In order to further implement the "double carbon" requirements, China Telecom will use new energy-saving technologies to transform the traditional old data center computer rooms, increase the proportion of energy efficiency, expand the utilization of renewable energy according to regional characteristics, and create a "green cloud". In terms of network, China Telecom optimizes the network layout around the national hub node of the integrated computing power network, comprehensively improves the access quality of users to the hub node across the country, comprehensively improves the connection quality between the hub nodes, and comprehensively improves the interconnection quality between the data centers within the hub node.

It is worth mentioning that China Telecom Beijing Yizhuang Cloud Computing Data Center, as the core node and international export node of China Telecom ChinaNet backbone network and CN2, is the core data communication hub of the Beijing-Tianjin-Hebei integrated city cluster, serving the newly established Xiong'an New Area in Hebei Province, and is also an important "Internet +" carrier for China Telecom to carry the mainland's "Belt and Road" strategy and support "mass entrepreneurship and innovation". In the next step, China Telecom will take the construction of the national integrated computing power network as an opportunity to strengthen the coordinated layout for the "east number and west computing", focus on the starting area of the hub node, and accelerate the construction of data center clusters; at the same time, match the edge computing power layout and actively carry out edge DC construction in accordance with the principle of "thousands of cities and thousand pools". China Mobile forms "connection + computing power + capability"

New information service system

China Mobile is making every effort to build a new information infrastructure based on 5G, computing power networks, and smart middle offices, and accelerating the formation of a new information service system of "connection + computing power + capacity". In terms of computing power network, China Mobile will take computing as the center and the network as the foundation, build a new information infrastructure with network, cloud, digital, intelligence, security, edge, end and chain (ABCDNETS) deep integration, and accelerate the realization of the goal of "ubiquitous computing power, symbiosis of computing network, intelligent orchestration, and integrated service". Specifically, in terms of computing power infrastructure, the first is to dock with the national "East Number West Calculation" deployment, deepen the top-level design, and improve the planning and construction plan of the whole network computing power service resource pool and network interconnection. The second is to strengthen the interconnection and unified scheduling of computing power resources in the whole network, and accelerate the construction and deployment of edge clouds. The third is to continue to promote the integration of "three clouds", give priority to promoting the sharing of the underlying architecture and common capabilities of mobile cloud and IT cloud, and study and formulate the architectural solution and deployment strategy of IaaS layer integration. In terms of backbone transmission network transformation, relying on the "4+3+X" data center layout, network nodes will be deployed on demand, direct connection links will be added, and the networking architecture will be adjusted to achieve full interconnection and networking between mobile cloud center nodes. It is reported that China Mobile has formed a "4+3+X" data center node layout, with a total rack capacity of 1.2 million, gradually extended from more than 300 regional and provincial center clouds, and has completed the construction of more than 1,500 CDN edge nodes.

China Mobile's data centers in Beijing-Tianjin-Hebei mainly include Xiqing Big Data Center (Tianjin), China Mobile Beijing-Tianjin-Hebei (Baoding) Data Center, China Mobile Beijing-Tianjin-Hebei (Langfang) Data Center, China Mobile Beijing-Tianjin-Hebei (Shijiazhuang) Data Center, etc. These data centers all have a common feature - green and low-carbon, and jointly promote the Beijing-Tianjin-Hebei region to build a green and low-carbon digital economy.

Taking China Mobile's Beijing-Tianjin-Hebei (Baoding) data center as an example, it is a data center invested and constructed by Hebei Mobile, which carries China Mobile's own cloud business, large-scale IDC business of multinational Internet enterprises, and services built in Xiong'an New Area.
