Up to now, the scale of continental data centers has reached 5 million standard racks, and the computing power has reached 130 billion billion floating-point operations per second. With the comprehensive and continuous penetration of digital technology into all fields of economy and society, the demand for computing power in the whole society is still very urgent, and it is expected to continue to grow rapidly at a rate of more than 20% per year.

In February, the National Development and Reform Commission, the Central Cyberspace Administration, the Ministry of Industry and Information Technology, and the National Energy Administration jointly issued a notice agreeing to start the construction of national computing power hub nodes in 8 places, including Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing, Inner Mongolia, Guizhou, Gansu, and Ningxia, and planned 10 national data center clusters. Serve the implementation needs of major regional development strategies

In July 2021, the Ministry of Industry and Information Technology released the Three-Year Action Plan for the Development of New Data Centers (2021-2023). The main goal of the Action Plan is to basically form a new data center development pattern with reasonable layout, advanced technology, green and low carbon, and the scale of computing power in three years that is compatible with the growth of digital economy. The overall layout continues to be optimized, and the national integrated computing power network national hub nodes, provincial data centers, and edge data centers are laid out in echelons. Among them, it will focus on promoting the construction of new data center clusters such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing to achieve large-scale computing capacity deployment and meet the needs of major regional development strategies.

At present, the eight nodes bear different roles and responsibilities in the "East Number West Calculation" according to the different user scale, industrial development, and resource guarantee. Beijing-Tianjin-Hebei hub - set up Zhangjiakou data center cluster. The starting area of Zhangjiakou data center cluster is Huailai County, Zhangbei County and Xuanhua District of Zhangjiakou City. Focusing on data center clusters, we should pay close attention to optimizing the layout of computing power, actively undertake the real-time computing power demand in Beijing and other places, guide the migration of warm and cold business to the west, and build a real-time computing power center that radiates north China, northeast China and even the whole country.

Yangtze River Delta Hub - Set up a data center cluster and a Wuhu data center cluster in the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone. Among them, the starting area of the data center cluster in the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone is Qingpu District of Shanghai, Wujiang District of Suzhou City, Jiangsu Province, and Jiashan County of Jiaxing City, Zhejiang Province. The starting area of Wuhu data center cluster is Jiujiang District, Gejiang District and Wuwei City of Wuhu City. Around the two data center clusters, we will pay close attention to optimizing the layout of computing power, actively undertake the real-time computing power demand of the central cities in the Yangtze River Delta, guide the migration of warm and cold business to the west, and build a development pattern of "integrated coordination and radiation of computing resources in the Yangtze River Delta region".

Guangdong-Hong Kong-Macao Greater Bay Area Hub - Set up a Shaoguan data center cluster, and the boundary of the starting area is Shaoguan High-tech Zone. Focusing on the Shaoguan data center cluster, we should pay close attention to optimizing the layout of computing power, actively undertake the real-time computing power demand in Guangzhou, Shenzhen and other places, guide the migration of temperature and cooling business to the west, and build a real-time computing power center that radiates south China and even the whole country.

Chengdu-Chongqing Hub - Set up Tianfu data center cluster and Chongqing data center cluster. Among them, the starting area of Tianfu data center cluster is Shuangliu District, Pidu District and Jianyang City of Chengdu. The starting area of Chongqing data center cluster is Chongqing Liangjiang New Area Water and Soil New City, Western (Chongqing) Science City Bishan Area, and Chongqing Economic and Technological Development Zone. Around the two data center clusters, we should pay close attention to optimizing the layout of computing power, balance the deployment of computing power resources around the city and the city, and do a good job of connecting with the "east number and west calculation".

Build a non-real-time computing power support base for the whole country

With the determination and further advancement of the eastern computing power node, in February this year, the National Development and Reform Commission and the four departments announced that they agreed to start the construction of a national integrated computing power network national hub node in the Beijing-Tianjin-Hebei region, the Yangtze River Delta region, the Chengdu-Chongqing region, and the Guangdong-Hong Kong-Macao Greater Bay Area.

The western node includes four hub nodes in Guizhou, Inner Mongolia, Gansu and Ningxia. Inner Mongolia hub - set up Helinger data center cluster, the boundary of the starting area is Helinger New Area and Jining Big Data Industrial Park. Give full play to the location advantages of the cluster adjacent to Beijing-Tianjin-Hebei, provide support for the high-real-time computing power demand of Beijing-Tianjin-Hebei, and provide non-real-time computing power guarantee for the Yangtze River Delta and other regions.

Gansu hub - set up Qingyang data center cluster, the boundary of the starting area is Qingyang Xifeng data information industry cluster. It is necessary to respect the law of the market, pay attention to the quality of development, build a data center cluster featuring green, intensive and safe, and focus on serving the computing power needs of Beijing-Tianjin-Hebei, yangtze river delta, Guangdong-Hong Kong-Macao Greater Bay Area and other regions.

Ningxia Hub - Set up a Zhongwei data center cluster, and the boundary of the starting area is the western cloud base of Zhongwei Industrial Park. It is necessary to give full play to the advantages of regional renewable energy enrichment, actively undertake the demand for computing power in the east, and guide data centers to take an efficient, clean, intensive and circular green development path。

Computing power has become an important infrastructure for the development of the national economy. Accelerating the construction of computing power will effectively stimulate the innovation vitality of data elements, accelerate the process of digital industrialization and industrial digitalization, give birth to new technologies, new industries, new formats and new models, and support high-quality economic development. At the same time, the implementation of the "East Counting West" project can also promote the rational layout of data centers, optimize supply and demand, green intensification and interconnection, etc., which is of great significance to the economic development of the mainland.
