In order to further understand the development status, planning and challenges of data center enterprises in Beijing, Tianjin and Hebei, the communication world all-media reporter interviewed Peng Jun, general manager of the data center division of Shanghai Dataport Co., Ltd.
Beijing IDC resources "in short supply"

Due to the large amount of land required for the construction of data centers and the huge power resources consumed during operation, the development of data centers will always be limited. Peng Jun said: "As a national hub node of the national integrated computing power network, Beijing-Tianjin-Hebei is one of the major data center markets in the country, and since 2014, Beijing has been at the forefront of data center regulations. ”
However, with the announcement of China's "3060" commitment at the national level, Beijing has paid more attention to electricity efficiency (PUE) and efficiency improvements, the integration of small and old data centers, and green energy. Now, after a decade of development, it has become extremely difficult to obtain power and land permits for new data centers in the Beijing data center market, and the latest series of regulations may have a more obvious impact on the operating and capital expenditures of Beijing data center operators.
However, the demand for computing power in Beijing is still strong, and the data center is in a state of "short supply", Peng Jun believes that Zhangbei, Huailai and Langfang in the surrounding areas of Beijing are expected to undertake the strong demand for management, and can also provide sufficient land and renewable energy for the construction of super-large data centers.
In recent years, Wuqing District of Tianjin, Langfang of Hebei Province, Huailai and other adjacent Beijing areas are seizing the opportunity of rapid development of the data center industry, vigorously developing data center construction, and having the conditions to undertake the demand for Beijing spillover data center in terms of resources and capabilities, and gradually forming a pattern of integrated development of Beijing-Tianjin-Hebei regional data center.
"The data center industry is the most distinctive and effective industry in the coordinated development of Beijing," Beijing-Tianjin-Hebei. Beijing, Tianjin and Hebei have their own characteristics and comparative advantages, among which Beijing strengthens innovation and guidance, Tianjin strengthens driving and support, and Hebei strengthens undertaking and transformation, forming a '1+2+4' coordinated development functional pattern of Beijing Zhongguancun + Tianjin Binhai New Area, Wuqing + Hebei Zhangjiakou, Langfang, Chengde and Qinhuangdao. Referring to the advantages of the development of the Beijing-Tianjin-Hebei data center, Peng Jun replied: "Beijing-Tianjin-Hebei has long been a concentration of the mainland's information industry and digital software enterprises, with a good industrial foundation and location advantages, and has the conditions to support the national data processing, flow and application as a national hub of the national integrated computing power network. Among them, Zhangjiakou, as the country's six major wind power generation bases, has a unique resource advantage, according to statistics, Zhangjiakou Zhangbei County has an average wind speed of more than 6.2 m/ s in 10 years, and can be used for an average of 2400 hours per year. In addition, there are rich light resources, with about 3,000 hours of regional sunshine and an annual total solar radiation of about 1,600 kWh per square meter. As of this year, zhangjiakou's installed renewable energy capacity exceeded 23 million kilowatts, and the installed capacity of wind power ranked first in the country。 As a result, Zhangjiakou has a cool climate and unique wind and solar resources, which can afford the huge power consumption of data centers. ”

According to the 2020 Global Computing Power Index Assessment Report, the average increase in the Computing Power Index is 3.3‰ and 1.8‰ for an average increase of 1 percentage point. Therefore, the launch of the 'Counting in the East and Counting the West' strategy is timely and necessary, and it is also the direct driving force for the development of China's future digital economy." ”
At the same time, "counting the east and counting the west" will also create new opportunities for deepening the reform of digital governance. As the core driving force for the development of the digital economy era, the distribution characteristics of computing power will also become an important factor affecting the consideration of local governance reform. With the formation of major computing power centers nationwide, a new pattern of coordinated development of the east, middle and west will be formed with the flow of data elements as the link.
In Peng Jun's view, the accelerated flow of data from east to west will also promote new public service reforms, and even in the future, local governments will carry out regional competition in providing efficient digital governance services to attract digital economy-related enterprises from all over the country to flow into the local area. Traditional government governance is limited by region, but in the digital age, with the "East Counting West Counting" project to promote further balance of computing power, the gap between the east and west regions in digital governance capabilities will be further narrowed in the future, and the differences in digital development processes across the country will also be reduced, and finally achieve national common progress and common prosperity.
Dataport revolves around 4 aspects
Advance layout "Counting East and Counting West"

Peng Jun revealed that last year, in the data center of Zhangbei Zhongdu Grassland, where the dry cooler system was deployed, PUE and WUE have achieved very good results, and in the process of successive shelves, PUE has only reached 1.21, and WUE is only 0.1. The climatic conditions, water resources, municipal resources in the Zhongdu area and the western region have many similarities, water resources are scarce, the climate is relatively dry, this project provides a very good reference case for the "Eastern Numbers and West Counting" project.
"Counting from the East to the West" will not only help to open up the main artery of the digital industry in the east and west of the mainland, but also inject a steady stream of new momentum into the development of the mainland's digital economy, which requires the cooperation of all parties in the industrial chain. Under the background that the "East Counting West Counting" project is being laid out in an orderly manner, Peng Jun put forward the following suggestions.
First, it is recommended that the state accelerate the process of data center energy structure adjustment, optimize the proportion of new energy structure, and further promote the reform of data center energy structure;
The second is to strengthen the support policies of data center service providers, encourage local governments to build a data center industry ecosystem, and promote the process of data center industrialization and scale;
The third is to strengthen the planning guidance and overall coordination of major projects at the national level for the "Eastern Numbers and West Counting", do a good job in project planning at the regional level, match energy consumption, land and other resources, arrange supporting funds, actively optimize projects, and coordinate and supervise all relevant parties to accelerate the handling of investment projects and other review procedures;
The fourth is to reasonably guide the layout of data centers, coordinate the imbalance between supply and demand, and guide the construction of green data centers;
The fifth is to strengthen the construction of data center talents, organize relevant skills training, and increase the support of industrial parks to attract more talents.
