The research and application of intelligent driving will not only bring convenience to private travel, but also have a huge impact on public transportation. For example, in cities such as Beijing, Shanghai, Guangzhou, and Shenzhen, it is normal to take a taxi to work and take the subway to work. As early as December 2017, Beijing municipality issued the "Guiding Opinions of Beijing Municipality on Accelerating the Promotion of Road Testing of Autonomous Vehicles (Trial)" and the "Implementation Rules for the Administration of Road Testing of Autonomous Vehicles in Beijing (Trial)", which filled the gap in the domestic autonomous vehicle road test regulations at that time and made Beijing take a leading step in the development of autonomous driving.
In 2018, Shanghai issued the "Shanghai Intelligent Connected Vehicle Road Test Management Measures (Trial)", which is the second city in the country to issue local intelligent and connected vehicle road tests. In December of the same year, Guangzhou issued the Guiding Opinions on the Work Related to Road Testing of Intelligent and Connected Vehicles, allowing test subjects to apply for remote testing.
Nowadays, in addition to the "Regulations on the Administration of Intelligent and Connected Vehicles in the Shenzhen Special Economic Zone (Draft for Comment)" is still in the stage of revision and improvement and legislative review, and the official draft has yet to be issued, Beijing, Shanghai and Guangzhou have issued relevant policies to promote the research and development and application of autonomous driving. But that's not to say that Shenzhen is lagging behind others on autonomous driving.
On the contrary, as one of the leading cities in the field of artificial intelligence in the mainland, Shenzhen intends to use the legislative power of the special zone to break down legal obstacles through legislation, allow L3 and above autonomous vehicles to sell and go on the road, and allow no safety officers under certain conditions.
Autonomous driving may seem far away, but it is not out of reach. By using the mobile phone APP to request a car, you can take a self-driving taxi, which has become a reality in Beijing. In October 2021, Beijing issued a pilot license for the commercial operation of self-driving taxis for Baidu and Xiaoma Zhixing, which means that For the first time, Beijing has allowed self-driving taxis to operate for a fee, achieving a new breakthrough. At the same time, the manned test entered the third phase, and 43 autonomous vehicles were issued night test permits.
In addition to Beijing, Shanghai is also at the forefront in terms of the total mileage of test roads, the number of test roads increased, and the amount of test data. According to the latest data, in 2021, Shanghai will plan industrial development through the whole system, create an application ecology and a full-dimensional construction and development environment through the whole chain, add 372 test roads with a total of 729.96 kilometers, and realize the full opening of 386 roads in Jiading New City and Lingang New Area. At present, Shanghai has opened a total of 615 and 1289.83 kilometers of test roads, with 12,000 testable scenarios, and has issued road testing and demonstration application qualifications to 25 enterprises and 295 vehicles.
It is worth mentioning that Guangzhou is the second region in the world after the United States and the first in China to allow the abolition of autonomous vehicle safety officers. On January 1, 2022, Guangzhou's first L4 driverless bus line (Nansha 23 Road) was opened for operation, with a total length of 8.5 kilometers. At present, there are 5 intelligent minibuses, the test line adopts the "bicycle intelligence + network empowerment" technology, the route realizes full automatic driving, and it is the first L4-level driverless bus demonstration line in Guangzhou and even South China.
It is undeniable that most of the autonomous driving pilots in cities such as Beijing, Shanghai and Guangzhou are located in areas where "the land is sparsely populated", such as Shenzhen, which has a relatively large population density. But we say that autonomous driving is an AI learning process, and we need to take the first step after all to lay the foundation for the running and taking off in the future.
In the pilot project related to the construction of the dual-smart city, the construction of the autonomous driving demonstration area shows its own different characteristics. The construction of the demonstration area is one of the signs that the pilot demonstration of automatic driving has entered a more standardized state, Beijing and Shanghai are relatively leading, and the planning of pilot cities such as Guangzhou and Shenzhen is also relatively advanced, and these efforts have added impetus to the construction of a dual-smart city.
The current automatic driving is "staying" at the L2 level, according to many car brands, it often has the strength and confidence to achieve L3 level automatic driving, what is waiting for is nothing more than the liberalization of the policy and the improvement of the corresponding supporting facilities. Combined, it seems that the policy has become a "drag", but in fact, the liberalization of the policy cannot be determined by the market alone. Policy liberalization seems simple, but it is responsible for all consumers and users, so it is necessary to improve the corresponding laws and regulations to cope with possible accidents; second, to test whether automatic driving is really as high standards as these companies say, which depends on the actual operation of each pilot to feedback. However, the increasing number of pilots and the construction of demonstration areas today also allow us to see that the blueprint will be implemented as soon as possible, and automatic driving will eventually benefit the public faster.
