On February 4, the opening ceremony of the Beijing Winter Olympic Games was held at the "Bird's Nest" of the Beijing National Gymnasium, which amazed the world. However, due to the long industrial chain of hydrogen fuel cell vehicles and the high threshold for entry, the technological maturity at that time was much different from that of now. After more than ten years of cultivation, the current technical level of the industry, material technology and other aspects have been greatly improved. From the establishment of the "three vertical and three horizontal" strategy for electric vehicles, and the first time to take the fuel cell as the focus of national research and development, the mainland's promotion policy for hydrogen fuel cells has undergone a process from adjustment to steady and steady.

In 2002, the "Tenth Five-Year" National High-tech Technology Research and Development Plan (863 Plan) electric vehicle major special project established a "three vertical and three horizontal" research and development layout for electric vehicles with hybrid vehicles, pure electric vehicles and fuel cell vehicles as the "three verticals" and multi-energy powertrain control systems, drive motors and power batteries as the "three horizontals".

In 2019, the State Council for the first time wrote "promoting infrastructure construction such as charging (hydrogenation)" into the "Government Work Report", and the development of hydrogen energy opened a new chapter. In September 2020, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission, and the National Energy Administration officially jointly issued the Notice on the Demonstration and Application of Fuel Cell Vehicles, and the demonstration period was tentatively set at four years. During the demonstration period, the five departments will adopt the method of "substituting awards for compensation" to reward the shortlisted demonstration areas according to their goals.

In addition, in the "14th Five-Year Plan" outline, the important position of hydrogen energy as a potential industry in the future is also clarified. In December 2021, the Ministry of Industry and Information Technology issued the "14th Five-Year Plan for Industrial Green Development", which proposes to accelerate hydrogen energy technology innovation and infrastructure construction, and promote the diversified use of hydrogen energy.

With the heating up of hydrogen energy policies since the second half of 2021, the hydrogen energy industry in various parts of the country has once again ushered in a development boom. According to incomplete statistics, at present, 30 provinces and more than 150 cities in the country have mentioned hydrogen energy development in their "14th Five-Year Plan", and more than 50 cities have issued special plans for the development of local hydrogen energy industry. According to statistics, in January 2022, a total of 15 provinces and cities across the country issued a total of 28 hydrogen energy-related policies. Shandong, Shanghai, Gansu, Sichuan, Ningxia, Tianjin, Zhejiang, Jiangsu and eight provinces and cities all issued more than one hydrogen energy-related policy in January.

Government departments frequently inspect relevant enterprises to further release positive information

In addition to policy support, local governments have also expressed their support for the development of hydrogen energy industry by visiting hydrogen fuel-related enterprises in the form of "number one" and relevant departments such as scientific and technological innovation, industrial development, and investment promotion.

Take the hydrogen fuel cell stack R & D and production enterprise Ji Chong hydrogen energy as an example. Since November 2021, nearly 10 government delegations have entered Jichong Hydrogen Energy, including Han Wei, Secretary of Zhangjiagang Municipal Party Committee, Tang Ning, Director of Suzhou Science and Technology Service Center, Shao Junmin, Secretary of the Party Working Committee of Zhangjiagang Economic Development Zone, Wang Yuanbing, Deputy Secretary of the Party Working Committee of Changzhou Science and Education City, etc., and entered the production base of Jichong Hydrogen Energy in Zhangjiagang City, Jiangsu Province, and Chen Wenxing, director of the Industrial Development Bureau of Songshan Lake High-tech Industrial Development Zone, Dongguan City, Guangdong Province, and his party came to the Jichong Hydrogen Energy Headquarters in Shanghai for visit and exchange.

The government delegation said that it will actively coordinate with relevant departments to help enterprises solve relevant problems. It is hoped that with the participation and support of the policy, Ji Chong Hydrogen Energy can further develop the core technology of hydrogen energy fuel cell metal bipolar plate, make the key components of metal bipolar plate technology refined, deeper, bigger and stronger, and work together to create a hydrogen energy industry highland.

For the emerging industry of hydrogen fuel cells, it is difficult to become a critical task for the government in the absence of implementation rules for many policies, or the lack of policy resources. Today, the field visits of government delegations reflect that the hydrogen fuel industry has entered the vision of government leaders, the allocation of government resources will increase, and the incentive policies will be implemented. From the frequent promulgation of special policies for hydrogen energy development to the field visits of relevant personnel, it reflects that the hydrogen fuel cell industry has truly become a priority for local governments.

According to the planning goals of various provinces and cities, by 2025, more than 1,000 hydrogen refueling stations are expected to be built nationwide, and more than 54,000 hydrogen fuel vehicles will be promoted. The promotion of policies, coupled with the opportunity of the Winter Olympics, hydrogen energy models will be understood and recognized by more consumers, and it is expected to usher in the "watershed" of the accelerated development of hydrogen fuel vehicles in the mainland, and the landing application of hydrogen fuel cell vehicles will usher in the "best moment".
