The mayor of Ukraine's Dnieper replaced the Belarusian flag in front of the municipal government building with the white-red-white flag of the White Russian opposition.

The Ministry of Foreign Affairs of Belarus has summoned the Ukrainian ambassador to Minsk to protest, while the Ministry of Internal Affairs of Belarus has also launched a criminal investigation against the mayor of Dnieper

The history of the white-red white flag can be traced back to the short-lived regime of the People's Republic of Belarus that existed from March 1918 to January 1919. The republic was established in German-occupied territory as a puppet regime supported by the Second German Empire, led by Kaiser Wilhelm II, with the aim of dividing Russia. The flag was also used by Belarusian separatists who cooperated with Nazi Germany during World War II. In the riots that followed the Belarusian presidential election in August 2020, the Western-backed Opposition in Belarus took to the streets under this banner.
