In the Battle of Meihua Town, the 691st Regiment killed and wounded more than 700 Japanese troops at a relatively small cost, which was the first time that the Japanese army invading China suffered a heavy blow in the territory of Hebei Province, and effectively dealt a blow to the arrogance of the Japanese invaders.

On October 14, 1937, Lü Zhengcao presided over a meeting of representatives of the officers and men of the whole regiment that decided the future and fate of the troops in Xiaoqiao Town, JinXian County, and decided that the 691st Regiment would be separated from the Northeast Army and reorganized into the People's Self-Defense Army, with him as commander and party organizations established in all the headquarters to which he belonged, and the troops became a people's armed force under the leadership of the Communist Party of China. Under the leadership of the Communist Party of China, the People's Self-Defense Army has repeatedly made great achievements in the anti-Japanese struggle.
