Why have arms depots been stolen so often?

This case alarmed the Northeast Army (after the "Xi'an Incident", the northeast army's square name no longer exists, but people still habitually call those troops the Northeast Army), alarmed the National Government Military Commission, and designated it as the theft of the largest arms depot in the Republic of China.
Gao Chongde was originally in charge of logistics and supply work in the 691st Regiment of Lü Zhengcao of the Northeast Army, and it was natural to contact the arms depot, so he was jokingly called "super spy" by his comrades-in-arms.

Gao Chongde's arms delivery to the Eighth Route Army aroused hatred among the Japanese, pseudo-Japanese, and Jiang sides, who regarded Gao Chongde as a thorn in their eye and a thorn in their flesh. Where is Gao Chongde? It turned out that in order to protect this anti-Japanese hero from being pursued and killed by the enemy, the Shaanxi office of the Eighth Route Army secretly sent Gao Chongde to Yan'an.
