At the beginning of 1943, in order to eradicate the anti-Japanese base areas in central Jiangsu and northern Jiangsu, the Japanese puppet army first carried out the so-called "clearing the countryside" pilot project of the 4th Sub-district of Central Jiangsu located near Nantong. "Clearing the countryside" is a more vicious tactic tried by the Japanese and the hypocrites on the basis of sweeping up our base areas. Along the lines of communication in the occupied areas, the enemy has built a large number of pillboxes and artillery towers, and at the same time built fences along the border of the occupied areas in an attempt to isolate all the outside of an area and to divide the internal areas in small pieces, and has established a system of armor protection, compiled household registration books, practiced "good people's certificates" and the method of sitting together, and repeatedly eliminated and cleared the divided areas with a large number of Japanese puppet troops and armed agents, so that the large troops of our army cannot gain a foothold and the small units cannot survive, supplemented by enslavement education, and strengthened economic plundering of the localities. It should be said that the enemy's tactic of "clearing the countryside" is very effective, and in a relatively short period of time, the momentum of counterfeiting has already appeared in some guerrilla areas, and with the enemy's step-by-step advance of the base areas, the situation of our army in the Soviet Union and China is also extremely difficult.
In order to smash the enemy's and puppet "clearing the countryside" as soon as possible, all sub-districts in the Soviet Union and central China have successively set up armed workers' brigades to strengthen the struggle against the enemy. Since the strength of the Japanese puppet army was still relatively strong at that time, and the counterfeiting of the occupied areas was also quite serious, our large troops could not penetrate deeply and could only carry out guerrilla warfare in the form of small detachments. In order to support the struggle of the 4th Division, the 3rd Division decided to draw a number of elite personnel from the pistol and plainclothes teams of each unit and formed several armed engineering teams, the members of which first reported to the headquarters of the 4th Division in Liujiayuan, and after a short period of intensive training and mutual familiarity, they were successively sent to different areas of the 4th Division to fight in April 1943.
In order to confuse the Japanese puppet army, after entering the 4th Division, our armed workers team used the name of "People's Self-Defense Force" to pretend to be a local unit.
