In mid-March 1955, Pan Hannian and Shanghai Mayor Chen Yi and others went to Beijing to attend a meeting of party deputies, at which Chairman Mao proposed that everyone should be self-critical, and if it was related to Rao Shushi and Gao Gang, then report to the Central Committee as soon as possible, the meeting could not be told, and materials should be written after the meeting.
Chen Yi did not dare to delay, hurried to Zhongnanhai, showed the materials to Chairman Mao, after the chairman read it, he was very shocked, he angrily criticized on the document: This person is not trustworthy, on the same day, he called the minister of public security Luo Ruiqing, on the afternoon of April 3, Luo Ruiqing led people to find Pan Hannian and secretly arrested him.
Later, the relevant departments listed the reasons for Pan Hannian's arrest, he was a traitor, it turned out that he met with the leader of the traitor Wang Jingwei in Shanghai in 1943, and secretly talked with him, this matter was concealed by him for 12 years, did not report to the central government, Pan Hannian was imprisoned for more than 20 years, until his death.
How did one of the things that Pan Hannian concealed come about? In 1939, the Central Ministry of Social Affairs established the South China Intelligence Bureau, decided to be led by Pan Hannian, under the efforts of Pan Hannian, the South China Bureau installed many red agents within the Wang puppet government, the most famous of which was Guan Lu, who was known as one of the "Four Talented Women of Shanghai", and the person Guan Lu contacted was li Shiqun, a big agent of the Wang puppet government.
Li Shiqun was originally a communist, and later when he was engaged in underground activities, he was arrested by Kuomintang agents, and then defected, and after the anti-Japanese war broke out in full swing, he turned to the Japanese and became a traitor, in 1939, Li Shiqun wanted to leave a way back for himself, he re-established contact with the Chinese Communist Party through Guan Lu, and in 1941, with the deepening of the anti-war form, Pan Hannian secretly came to Shanghai to see Li Shiqun.
Li Shiqun sent Hu Junhe to receive him, Hu Junhe also joined the Communist Party in the early years, and later defected, after defecting to the Wang puppet government, he was highly used by Li Shiqun, because Li Shiqun trusted him, so he handed over this secret activity to him, from then on, Hu Junhe became an important contact between Pan Hannian and Li Shiqun, after Pan Hannian came to Shanghai, his food, clothing, and housing were secretly responsible for Hu Junhe.
In 1943, because the Japanese army increased the "encirclement and suppression" of the New Fourth Army in central Jiangsu, Rao Shushi, who was then the secretary of the Central China Bureau, once again sent Pan Hannian to Shanghai to meet Li Shiqun and ask him to provide information.
Pan Hannian was ordered to go to Shanghai, and when he arrived in Shanghai, Hu Junhe told him that Li Shiqun was not in Shanghai and went to Nanjing, Pan Hannian said that he must see Li Shiqun, and the two went to Nanjing, but when Pan Hannian saw Li Shiqun, Li Shiqun smiled and said that he wanted to take him to see someone, that is, the leader of the Traitors, Wang Jingwei.
Hearing Li Shiqun's words, Pan Hannian was very shocked, at that time, as a senior agent, he knew very well what the consequences of seeing the enemy leader without the consent of his superiors, but at that time, others were already in Nanjing, which can be described as "I am for fish and meat, man for the knife trick" He had no choice but to see Wang Jingwei, and then the two talked, the specific content is little known,
Back in the New Fourth Army, Pan Hannian did not tell the higher-level organization about his secret meeting with Wang Jingwei, and the matter was concealed by him; after the victory of the War of Resistance, the Kuomintang agents knew about it, and they quickly publicized that Pan Hannian had seen Wang Jingwei, and when Chairman Mao learned of it, he also specifically asked Pan Hannian, but Pan Hannian did not say it, and he insisted on denying it, so Chairman Mao sent a telegram saying, "As for the enemy and the puppets and the Kuomintang secret service organs saying that Hannian went to Nanjing to negotiate with the Japanese side and met Wang Jingwei, and so on, it was completely rumor-mongering and slander."
After the liberation of Shanghai in 1949, Pan Hannian served as vice mayor of Shanghai, and in order to eliminate the remaining enemy elements more quickly, Pan Hannian and Yang Fan, director of the Public Security Bureau, decided to strive to let some of the enemy elements who had rebelled and surrendered to form a team to help our military organs do a better job.
With Rao Shushi's consent, Pan Hannian set up an "intelligence committee," the head of which was Hu Junhe, a traitor he had known pan Hannian at the time; it turned out that after the victory of the War of Resistance Against Japanese Aggression, Hu Junhe was arrested and imprisoned by the Kuomintang government and released in early 1949.
In 1951, when the people of the Ministry of Public Security went to Shanghai to inspect the work, they were very dissatisfied with Hu Junhe and the "Intelligence Committee", and they reported that "more than 3,300 counter-revolutionaries in Shanghai reused, shielded and covered secret agents" This matter was not a big deal at the time, but with the outbreak of the "Gao Rao Incident", people close to the two became the object of suspicion, Yang Fan was arrested first, and Pan Hannian, as Yang Fan's immediate superior, he could not get rid of the relationship, so at the party congress in 1955, He first made a review of himself on the Yangfan incident, and also revealed that he secretly met With Wang Jingwei 12 years ago, that is, in 1943.
After Pan Hannian was detained, Premier Zhou instructed the relevant units to find out clearly, and at that time there was already a proof that it was incorrect to say that Pan Hannian was an internal traitor, because Pan Hannian did not betray his subordinates and did not do anything to apologize to the party organization.
In 1962, Chairman Mao spoke of Pan Hannian, saying that "not to kill them, not to kill them, but to kill them is unfavorable" Because of this directive, a year later, the Supreme People's Court issued a final judgment, sentencing him to 15 years in prison for "internal adultery", and then he was imprisoned in Qincheng Prison, and then placed in the Jiangchachang of the Hunan Provincial Public Security Department during the Cultural Revolution.
After that, Pan Hannian and his wife Dong Hui remained here until his death, after Chairman Mao's death in 1976, the tea house arranged a spiritual hall, organized cadres to mourn Chairman Mao in silence, Pan Hannian made a request to participate, the person in charge agreed, looking at Chairman Mao's portrait, Pan Hannian choked and said, "Chairman Mao, is a great leader of the Chinese people, forever living in our hearts." After Chairman Mao's death, Pan Hannian became reticent.
On April 14, 1977, Pan Hannian died of illness in Changsha at the age of 71, after his death, after his body was cremated in Changsha, he was buried in the southern suburbs of Jinpenling Cemetery on the west side of the mountainside, because he could not use his real name, he could only assume the pseudonym Xiao Shu'an.
After the Third Plenary Session of the Eleventh Central Committee, Chen Yun served as the first secretary of the Central Discipline Inspection Commission, presided over the rehabilitation of unjust, false and wrongly decided cases, and he always took Pan Hannian's case to heart, and he instructed Liu Xiao, who had been the secretary of the underground party committee in Shanghai for a long time, to find out whether Pan Hannian's work was for the Kuomintang or the Japanese.
In 1979, before Chen Yun underwent surgery for cancer, he confessed that "there is one thing that cannot be assured, that is, Pan Hannian's so-called "internal adultery" problem, and it is gratifying that Chen Yun's condition has completely improved after surgery.
As early as 1963, Pan Hannian once said to a friend, "I am wronged, and I am wronged to raise the sails." After 19 years, history finally gave a conclusion: Comrade Pan Hannian was a staunch Marxist, an outstanding proletarian revolutionary fighter, an outstanding Communist Party member who had stood the test for a long time, and an outstanding leader of the Party's united front.
As for the other wronged YangFan, he was rehabilitated in 1980, enjoyed vice-municipal treatment in 1984, and died in 1999.
