In recent years, the "new four modernizations" with electrification, intelligence, networking and sharing as the trend are reshaping the pattern of the automobile industry, and Jiading District has closely followed the changing situation, seized the strategic opportunity of the development of the "new four modernizations" of automobiles, revised and supplemented on the basis of the original "new four modernizations" industrial policy of automobiles, and launched version 2.0.
The new policy focuses on improving the support measures in the two directions of intelligent networked vehicles and fuel cell vehicles, for example, in terms of supporting the demonstration application of intelligent networked vehicles, increasing the commercial demonstration application support for customized minibuses, intelligent heavy trucks, intelligent transfer, autonomous driving sightseeing shuttles, unmanned retail vehicles, etc., and increasing the maximum subsidy amount for individual enterprises; adding support for mutual recognition, complementarity and interoperability of road test standards for intelligent networked vehicles in the Yangtze River Delta region; in municipal sanitation, public transportation, New vehicles in the field of official vehicles give priority to the application of "new four modernization" vehicles, including intelligent networked vehicles.
In terms of promoting the demonstration and application of fuel cell vehicles, it is proposed to give financial support to the industrialization of key core components, large-scale demonstration applications in key areas, the construction of hydrogen refueling stations, the reduction of hydrogen refueling costs, and the support for the coordinated development of the industrial chain in the region. At the same time, the relevant industrial supporting policies have also increased their efforts, the shortage of talents in industrial development can be given priority to settle down, and the costs incurred by enterprises to maintain intellectual property rights and establish industrial innovation consortiums can receive subsidies to varying degrees.

In addition to policy support, Jiading District also introduced a special action plan around the development of hydrogen energy and fuel cell vehicle industry, proposing that by 2025, the total output of the whole industrial chain of hydrogen energy and fuel cell vehicles in Jiading District will strive to exceed 100 billion yuan; the total number of fuel cell vehicle industry headquarters enterprises, high-tech enterprises, and enterprise technology centers will exceed 100; the total number of fuel cell demonstration application vehicles will not be less than 3500; and strive to build 18 public hydrogen refueling stations to guide the retail price of hydrogen not exceeding 35 yuan / kg. And around the industrial agglomeration, technological innovation, demonstration and application, hydrogen energy supply, industrial ecology, safeguard measures six aspects of the formulation of 20 specific measures.

At the press conference, a new batch of automotive industry "new four modernization" projects were signed and landed, with a total investment of more than 3.7 billion yuan, covering hydrogen energy storage power generation, fuel cell stacks, new energy vehicle electronic control motors, vehicle specification chips, intelligent sensors, automotive automation production and other fields.
Talking about the reasons why Jiading attracts these enterprises to settle in, Xu Bo, deputy general manager of Baidu Zhixing, said that in addition to the excellent policy support provided by the government, Jiading also has a good industrial environment, and high-quality upstream and downstream partners can be found within ten kilometers.
It is understood that at present, Jiading District has gathered more than 340 enterprises related to the "new four modernizations" of automobiles such as Weilai Automobile, Ideal Automobile, Xiaoma Zhixing, Horizon, and Reshaping Technology, of which 88 are regulated enterprises, and from January to November 2021, the total output of the "new four modernizations" of automobiles will reach a total output of 111.7 billion yuan. In addition, the industrial supporting facilities in the area have been completely equipped, and the only international demonstration zone for electric vehicles in China has been established, the first intelligent networked vehicle demonstration zone approved by the Ministry of Industry and Information Technology in China, the first stationary hydrogen refueling station with the longest continuous safe operation time in China, and the first characteristic industrial park "Jiading Hydrogen Energy Port" with hydrogen fuel cell vehicles as the theme in Shanghai.
In the next step, Jiading Hydrogen Energy Port will focus on technology leadership, industrial agglomeration, facility completeness, application coverage, bearing capacity and brand characteristics, accelerate the construction of system ecology, hydrogen energy ecology and empowerment ecology, and strive to build Jiading Hydrogen Energy Port into an industry benchmark and industrial highland leading the national hydrogen energy development.
