The relevant responsible comrades of the Shaanxi Provincial Health Commission introduced the recent epidemic prevention and control work in the province.
From 9 to 18 December, shaanxi reported a total of 27 cases of indigenous infection (21 confirmed cases and 6 asymptomatic infected people), including 26 cases in 4 districts of Xi'an (20 confirmed cases: 5 cases in Beilin District, 11 cases in Yanta District, 2 cases in Weiyang District, 2 cases in Baqiao District, 6 cases of asymptomatic infection: 3 cases in Yanta District, 2 cases in Beilin District, 1 case in Weiyang District), and 1 confirmed case in Yan'an City. The case reporting time was 1 case on the 9th, 12th and 13th, 4 cases on the 15th, 9 cases on the 16th, 7 cases on the 17th, and 4 cases on the 18th. The epidemic is generally in a period of rapid progress.
Source of infection
On December 4, Pakistan's Islamabad flight PK854 entered Xi'an, a total of 180 passengers, centralized quarantine in Xi'an Baqiao District Jincheng Hotel, as of December 17, the flight has reported 6 imported confirmed cases. The Provincial Center for Disease Control and Prevention conducted whole gene sequencing of 4 of the imported cases, all of which were VOC/Delta-India strains (B.1.617.2).
At present, our province has completed the whole gene sequencing of 12 indigenous cases reported from December 9 to 16, and the sequencing results of all 12 people are highly homologous to the imported cases reported on the PK854 inbound flight in Islamabad, Pakistan on December 4. According to this preliminary judgment, the epidemic in our province is a local epidemic caused by overseas imports.

Start nucleic acid testing for all employees
At present, Xi'an has designated 11 medium-risk areas. As of 12:00 on the 18th, the Weishui Campus of Chang'an University has completed two rounds of nucleic acid testing of 52,000 person-times, and the third round of nucleic acid testing is underway; the Yanta Campus has completed three rounds of testing of 45,400 person-times. In Yanta District, Baqiao District, Qujiang New Area, Weiyang District and other areas, a total of 3.4212 million nucleic acid tests were carried out, 3.301 million nucleic acid tests were negative, and the rest are being tested.

At present, the source of infection of the epidemic has been preliminarily determined to be imported from Pakistan on December 4, but the specific transmission process is still unclear, there is a lack of clear correlation between the various transmission chains, and positive cases have been found in the nucleic acid testing of all employees, indicating that there has been a certain degree of community transmission, and the follow-up epidemic situation is still in a rapid development stage, and the risk of epidemic transmission is high.
Focus on the next step
(1) Make every effort to control the spread of the epidemic. Comprehensively consolidate the "four-party responsibility", strictly implement the "four early" requirements, pressurize and intensify the flow to trace the source, trace and control, nucleic acid testing, find out the source of the virus, find out the transmission route, find out the personnel involved, complete the tracing and control of all close contacts and sub-close contacts as soon as possible, strengthen the accurate prevention and control of key parts, key groups and important places, and cut off the transmission chain at the fastest speed. At the same time, we will pay close attention to the inbound personnel and those who have returned to Shaanxi from key areas of other provinces, continue to check the 48-hour nucleic acid test certificate, comprehensively verify, accurately check, classify and dispose of it, do not miss a single person, and do a solid job in the work of foreign defense import.
(2) Resolutely prevent the import of epidemic situations from abroad. For personnel entering Xi'an Port, continue to implement the full-chain closed-loop management from port entry, quarantine, nucleic acid testing, transfer and diversion, isolation and observation of home isolation, home health monitoring, etc. Personnel returning to Shaanxi after the expiration of the quarantine period at ports in other provinces will continue to implement "point-to-point" transfer to their destinations after early contact and arrival, to make up for the closed-loop control requirements such as isolation observation, health monitoring, and nucleic acid testing in our province. For high-risk post personnel in high-risk posts that come into contact with inbound personnel, goods, and the environment at ports, as well as high-risk post personnel in centralized isolation places, designated medical institutions, fever clinics, etc., strictly implement prevention and control requirements such as clear bottom numbers, fixed personnel, standardized protection, closed loop throughout the process, high-frequency nucleic acid testing, and health monitoring, and do a good job of pre-job training. Strengthen the analysis and judgment of virus mutation and epidemic trend, evaluate the effectiveness of protective measures for various types of practitioners in view of the characteristics of virus mutation and transmission, and improve prevention and control measures in the region and industry in a targeted manner.
(3) Strengthen the safe and orderly flow of personnel. During the "Double Festival" period, it advocates non-essential non-flow and advocates "local" New Year's Day. All patients with fever undergo nucleic acid testing, feedback nucleic acid test results within 4-6 hours, and all stay for observation before the test results are fed back. Medical institutions that do not have the conditions for diagnosis and treatment, especially clinics and primary medical and health institutions, must not routinely diagnose and treat patients with suspicious symptoms of new crown pneumonia. Do a good job of monitoring the health of employees in key places such as port channels, centralized isolation sites, and designated medical institutions, collect people and environmental nucleic acid testing in key places such as "Shaanxi Medicine Pass" pharmacies, fever clinics, educational institutions, medical institutions at all levels, and farmers' markets, and pay close attention to multi-channel early warning information such as online media, establish a multi-point trigger monitoring and early warning mechanism, and improve the timeliness of information research and early warning response.
(5) Strengthen epidemic prevention and control in key links.
