Cause: At the beginning of October 2021, Mr. Chen took a fancy to the new energy vehicle model of Xiaopeng P7 at the Nanjing Xiaopeng Automobile Sales Store and paid a deposit of 5,000 yuan. On October 23, Mr. Chen signed a sales contract after negotiating the price of the car with the sales staff.
In the car purchase agreement, the buyer of the vehicle is Mr. Chen, and the seller is Nanjing Xiaopeng Automobile Service Co., Ltd. The total price of the Xiaopeng P7 vehicle purchased by Mr. Chen is 279,650 yuan, including a deposit of 5,000 yuan. The final payment of the whole vehicle is 274650 yuan, and both the buyer and seller have sealed and signed.
On November 12, Mr. Chen went to the 4S shop to pick up the car as agreed, but the staff informed that he had to pay about 7,000 yuan more to pick up the car. To this end, Mr. Chen was kicked in the face to Xiaopeng sales supervisor, delivery supervisor, Xiaopeng Automobile customer service and other response problems.
So far, Mr. Chen actually did not ignite the cloud of suspicion of Xiaopeng Automobile's deception, until the sales director of the 4S store involved said a word, which really triggered the storm of Xiaopeng Automobile's suspected deception. The sales supervisor said that the increase in money to pick up the car involved in the issue of state subsidies, and said, "If the price of the whole vehicle exceeds 300,000, it will not be subsidized by the state, so the car sold here is to first do a low contract price and control the price below 300,000; then make up the price, in fact, the money paid by the owner is the original car payment, and there is no overcharging." ”
According to the contract in the video, the owner Mr. Chen purchased the vehicle for the Xiaopeng P7 670E version, the body color is moonlight silver, the model configuration includes a smart music cockpit, 19-inch two-color sports wheels, and the interior is sports red. In addition, the total purchase price of the car in the contract is 279650 yuan, which includes a deposit of 5000 yuan and the final payment of the vehicle is 274650 yuan. The contract is clearly stamped with the official seals of both parties.
Judging from the contract alone, it seems that Mr. Chen's Xiaopeng P7 has not reached the subsidy limit at all, and it is completely possible to legally receive state subsidies. According to the national new energy subsidy policy, pure electric vehicles with a price of no more than 300,000 yuan before subsidies can enjoy subsidies. Among them, the subsidy for models with a cruising range greater than or equal to 300km and less than 400km is 13,000 yuan, and the subsidy for models with a cruising range greater than or equal to 400km is 18,000 yuan.
In addition, in December 2021, the latest "Nanjing New Energy Vehicle Promotion and Application Financial Subsidy Implementation Rules" will receive a subsidy of 35,000 yuan per new energy private car. It needs to be applied for quarterly, graded declaration, and private car subsidies are allocated to 4S stores.
To put it simply, if it is only according to the contract, Mr. Chen's car does not exceed the scope of the subsidy at all, and Mr. Chen and the 4S shop can get the corresponding subsidy payment.
However, in fact, according to the model configuration in the exposure contract, in the official website of Xiaopeng Automobile, the national suggested retail price of Xiaopeng P7 670E version after comprehensive subsidies is 276900 yuan, and after the optional smart music cockpit and 19-inch two-color sports wheels, the price rises to 322400 yuan.
That is to say, the 4S store involved is that the owner signed a "yin and yang contract", the purpose is to let users enjoy "preferential" through "low contract", and the store gets "benefits", and the "preferential" and "affordable" in their mouths are cheating state subsidies.
It is worth mentioning that according to the calculation of the official website configurator of Xiaopeng Automobile, in addition to the entry-level 480 model, if other models choose the XPILOT3.0 function, plus the smart music cockpit enhancement kit, the final price will exceed the subsidy threshold of 300,000 yuan. According to the optional rules of Xiaopeng Motors, the late addition cost of XPILOT3.0 function will far exceed the initial order, and the intelligent music cockpit enhancement kit cannot be added later. As for the 480 model, the delivery cycle is 15-16 weeks, and it is not the main choice for the car buyer group of the Xiaopeng P7.
According to the sales supervisor, Xiaopeng P7 signed a yin-yang contract, all of which were internally trained and formed a tacit understanding with users. The so-called "internal" is not clear whether it is Xiaopeng Automobile as a whole, or only the 4S store involved, but in any case, Xiaopeng P7 is stuck in the subsidy line, and the car purchase method of jumping left and right is definitely not an isolated case.
At present, Xiaopeng Automobile's response to this time is only to reduce Mr. Chen's 7,000 yuan fee, which can be implemented according to the contract, but it involves the problem of cheating, and there is no excessive response, whether it is a single store behavior or internal "unified training".
Maybe the choice of Xiaopeng Automobile can only be "calming people", let time forget all this, if the heat of this event does not decrease, it will only be "abandoning the pawn to protect the car" to ensure that the market does not fall.
