Looking back at more than 1,800 days and nights, she knows that the clarity of the Freshwater River is not easy to come by.

On December 2, the Central Organization Department and the Central Propaganda Department announced the results of the selection of "the most beautiful civil servants", and Zhang Min was the only one in Guangdong to make the list. People's evaluation of Zhang Min is "more true" and "persistent", and she also admitted that she often plays the role of "ugly" and "evil person": "Doing environmental protection work is easy to offend people, either arranging tasks or supervising rectification." It's not that I love it more really, it's really that there is no price to talk about the task of tackling pollution! ”

Environmental newcomers bite the "hard bones"

For a long time, the Tamsui River was a source of drinking water for hundreds of thousands of residents around Huiyang District in Huizhou. In the 1990s, sewage from some factories was discharged directly into the Freshwater River, causing the river to turn black and smelly. Every time the people pass through the Tamsui River, they have a cloud of sorrow, and the "Mother River" becomes the "Sadness River". In 2008, the improvement of the Tamsui River was listed as a key supervision bill by the Provincial People's Congress. The treated Tamsui River eliminated its black odor in 2012, but it still failed to meet the standard until 2018 and was listed as one of the key rectification problems by the central environmental protection inspectorate.

In the face of this "hard bone", Zhang Min secretly made up his mind on the first day of his appointment: to fight a hard battle to control pollution and make the freshwater river clear! She is a native of Huizhou, Huiyang, who grew up drinking water from the Freshwater River. When he first took office, Zhang Min was still a "layman". She spent time outside of sleeping to "make up" homework, gradually became familiar with environmental laws and regulations and business knowledge, and grew into an insider in the eyes of colleagues.

Pollution control needs to start at the source. In 2017, Zhang Min led his team to travel through the large and small rivers in the Tamsui River Basin, investigated and analyzed the water quality changes in the upper, middle, and lower reaches of the Tamsui River and 16 first-class tributaries, traced and monitored more than 300 sewage outlets into the river, and spent nearly a year to find out the bottom number and find out the causes. Subsequently, she boldly put forward the idea of "not letting sewage enter the river" and formulated a series of scientific system plans.

The plan has been decided, how to implement it? Zhang Min took the initiative to take up the heavy burden, coordinated various functional departments and 9 town streets, and established an efficient linkage water control mechanism of "government leadership, environmental protection leadership, departmental coordination, river chief responsibility, and town street implementation". In the past three years, the local government has completed nearly 400 pollution control projects, built and expanded 12 sewage treatment plants and integrated treatment facilities, and treated 363 sewage outlets into the river, achieving the goal of "sewage not entering the river" in the dry season as scheduled.

Hard battles are difficult. After difficult treatment, the black and odorous water body Hengling water has not reached the standard, which is the biggest hidden danger of the stability of the Freshwater River. Zhang Min held his breath and led the team to trace the source again and again, finally found out the problem, and coordinated with all parties to finalize the site selection and construction plan of the integrated governance project. After 2 months of intense construction, the facilities were put into use, and the gap in pollution control capacity was finally filled, and Hengling Water was expected to meet the standard.

Good news followed. In 2020, the average annual automatic monitoring station of the Zixi section of the Freshwater River Guokao was better than the surface water class III standard, which was the first time in more than 20 years that the Freshwater River achieved a stable annual standard.

Be both a "baogong" and a "healer"

For a long time, the extensive development of enterprises that emphasize economy and light environmental protection is the biggest threat to environmental protection. Zhang Min said frankly that in the past few years as the director of the bureau, there are those who want to find her through the "back door" by inviting her to eat and give gifts; there are also those who look for a relationship to say hello. As a result, she did not advance oil and salt, on the one hand, she acted as a regulatory "black bread public", carried out special law enforcement actions such as "Nighthawk", "Thunder", and "100-Day Action" of Shenhui Cross, and implemented wheel-type carpet cross inspection and law enforcement for key polluting enterprises in key river basins; on the other hand, as a "doctor" who took the pulse of consultation, she improved the environmental awareness of enterprises by strengthening technical guidance and expert services, and promoted more than 200 key enterprises to upgrade pollution control facilities.

Environmental protection work should be "good governance" and "heavy prevention". While mobilizing the whole people to participate in water control, Zhang Min led the team to explore the management method of "Internet + modern environmental protection". In the face of the difficulty of supervision, the local innovation launched the "civil air defense + scientific defense" law enforcement supervision method, took the lead in the province to build an online monitoring system for the installation process of enterprise pollution control facilities, and monitored the whole process of pollution control facilities in 113 enterprises; adhered to scientific water management, took the lead in implementing the "professional moat + scientific and technological monitoring" water control mode in the city, and carried out all-weather inspection and inspection of the rivers in the whole region; 16 automatic water quality monitoring stations were installed in the key sections and key tributaries of the main stream of the Freshwater River to comprehensively and dynamically grasp the changes in the water quality of the river.

Seeing the now crystal clear Freshwater River, as a kind "sister" in the mouth of the Huiyang masses, Zhang Min was full of relief and deep pride. "Guard the freshwater river with the heart of the people and the pure feelings of the child, and guard the clear water of one side."
