Fourth, the implementation path of Dong Biwu's legal system thinking

(1) Regarding the relationship between the party and the state, Dong Biwu put forward the view that the party and the government should be separated

At the beginning of the founding of the People's Republic of China, Dong Biwu clearly put forward the view of separating the party from the government, saying, "The party leads the state power, but this is by no means the party's direct management of state affairs, and it is by no means that the party and the state power can be regarded as a thing."
