According to the news of the intersection point on February 19, the CPC Central Committee approved that Comrade Zhang Jinghua would be appointed deputy secretary of the Jiangsu Provincial Party Committee and would no longer serve as the secretary of the Nanjing Municipal Party Committee.
Zheng Zhijun noted that from January 2015 to February 2021, Nanjing had three municipal party secretaries - Huang Lixin, Wu Zhenglong and Zhang Jinghua. Huang Lixin is currently the chairman of the Jiangsu Provincial Committee of the Chinese People's Political Consultative Conference, and Wu Zhenglong is currently the governor of Jiangsu Province.
<h1>The number one in the provincial capital city</h1>
Zhang Jinghua, male, Han ethnicity, born in July 1962, 59 years old, from Taizhou, Jiangsu Province, university degree, bachelor's degree in economics. He joined the Communist Party of China in June 1985 and began his career in August 1985.
In September 1981, 19-year-old Zhang Jinghua went to Nanjing University to study economic management, and after graduating in four years, he worked in the Comprehensive Department of the State Planning Commission.
In October 1987, Zhang Jinghua returned to his hometown of Jiangsu and became a section member and deputy section chief of the Comprehensive Department of the Jiangsu Provincial Planning and Economic Commission, and since then, he has worked in Jiangsu for 34 years.
The Planning and Economic Commission (PLANNING AND ECONOMIC COMMISSION), a product of the planned economy era, has now been transformed into the Development and Reform Commission.
During his work in Jiangsu, he successively trained in the Jiangsu Provincial Planning and Economic Commission, jiangsu provincial safety supervision bureau, Jiangsu economic and trade commission, Jiangsu provincial state-owned assets supervision and administration commission and other units, and then became deputy secretary-general of the Jiangsu provincial government in January 2006.
In March 2008, Zhang Jinghua was appointed director of the Jiangsu Provincial Environmental Protection Department, and after a year, he came to Xuzhou, Jiangsu Province, and later became the mayor of Xuzhou, which was also his first time in charge.
In the eyes of the outside world, born in economics and served as the director of the provincial environmental protection department, Zhang Jinghua's appointment is the "right medicine" for Xuzhou, an old industrial city that wants rapid economic development and wants to "make the sky bluer".
Three years later, Zhang Jinghua became the secretary of the Zhenjiang Municipal Party Committee, and a year later became the secretary general of the Jiangsu Provincial People's Government, and three years later (March 2016), Zhang Jinghua became the new vice governor of Jiangsu Province.
After only one year as vice governor, Zhang Jinghua became a member of the Provincial Standing Committee in July 2017 and took the helm of Nanjing, the capital of Jiangsu Province, for less than four years.
Today, Zhang Jinghua has gone one step further and become the deputy secretary of the Jiangsu Provincial Party Committee.
<h1>Both of the first two terms were later promoted to the provincial level</h1>
Nanjing, also known as "Jinling", "Jiankang" and "Stone City", is an important central city in eastern China, an important scientific research and education base and comprehensive transportation hub in the country, and the only megacity in the Yangtze River Delta and an important gateway city for the development of the central and western regions driven by the radiation of the Yangtze River Delta.
After the Eighteenth National Congress, the secretary of the Nanjing Municipal Party Committee changed several times. From March 2011 to January 2015, Yang Weize served as a member of the Standing Committee of the Jiangsu Provincial Party Committee and secretary of the Nanjing Municipal Party Committee.
From January 2015 to February 2021, there were three municipal party secretaries in Nanjing in the past six years.
In January 2015, Huang Lixin, then a "female general" of the Standing Committee of the Jiangsu Provincial Party Committee and secretary of the Wuxi Municipal Party Committee, became the new secretary of the Nanjing Municipal Party Committee.
Huang Lixin worked in the post of secretary of the Nanjing Municipal Party Committee for more than 1 year before becoming the executive vice governor of Jiangsu. In July 2017, Huang Lixin was promoted to deputy secretary of the Jiangsu Provincial Party Committee, and in January 2018, she was appointed chairman of the Jiangsu Provincial Committee of the Chinese People's Political Consultative Conference.
Huang Lixin was replaced by Wu Zhenglong, who crossed provinces from Shanxi to Jiangsu.
Wu Zhenglong was a member of the Standing Committee of the Shanxi Provincial Party Committee and secretary of the Taiyuan Municipal Party Committee, and in September 2016, he took up the post of Deputy Secretary of the Jiangsu Provincial Party Committee and Secretary of the Nanjing Municipal Party Committee.
It is worth mentioning that Luo Zhijun, former secretary of the Jiangsu Provincial Party Committee, also served as the secretary of the Nanjing Municipal Party Committee, and then was promoted to governor of the Nanjing Municipal Party Committee and later became the secretary of the Jiangsu Provincial Party Committee.
<h1>He once took the lead in "going down to the restaurant" and ate a duck blood vermicelli soup</h1>
After becoming the new secretary of the Nanjing Municipal Party Committee, Zhang Jinghua has been paid attention to by the media many times.
For example, in March 2020, Zhang Jinghua went to a big brand stall in Nanjing, showed the green "Su Kang code" and then entered the store to sit down and taste snacks such as duck blood vermicelli soup.
At that time, a background was that under the general situation of the improvement of the epidemic situation, the "resumption of work and production" was placed on the desk of the local leader.
Zhang Jinghua said, "It is necessary to take multiple measures at the same time, precise measures, grasp the balance between epidemic prevention and business resumption, create a safe and secure consumption environment, adhere to the simultaneous efforts of online and offline, and effectively promote consumption replenishment and potential release."
For example, in April 2020, Nanjing held a unique "breakfast meeting". On the same day, Zhang Jinghua and 30 entrepreneurs of new R&D institutions had breakfast together.
The breakfast of the day includes a bowl of duck blood vermicelli soup, accompanied by duck fat shortbread, etc., which is very characteristic of Nanjing. Zhang Jinghua said:
"Now the catering enterprises on the street are still very difficult, the chef is invited back, the waiter is also invited back, the raw materials are also bought back, if no one goes, the day is lost." I hope that while doing a good job, we will usually take your employees to the street to eat and promote the growth of Nanjing's service industry. ”
<h1>The day before the new appointment, I was "benchmarking and finding a difference"</h1>
Zheng Zhijun noted that not long after Zhang Jinghua took office, on the first working day after the Spring Festival in 2018, Nanjing held a mobilization meeting for the first time to "find the difference against the standard".
At that meeting, Zhang Jinghua said, "At present, a series of profound changes are taking place in the external conditions facing Nanjing's development and the historical orientation in which it is located. We must persist in advancing with the times, have an objective and comprehensive understanding of Nanjing, and analyze Nanjing dialectically and soberly."
He demanded that to carry out benchmarking and finding differences, we must comprehensively compare and compare in an all-round way.
Since then, Nanjing has focused the keyword of "the first meeting of the New Year" on "benchmarking and finding differences" for four consecutive years.
Just yesterday (February 18, 2021), the first working day after the Spring Festival holiday, Nanjing held the "City's Deepening Benchmarking, Finding Differences, Innovation and Hard Work to Promote High-quality Development Conference".
At this meeting, Zhang Jinghua reviewed the effectiveness of the work of benchmarking and finding errors - Nanjing's total economic volume ranked among the top ten in the country for the first time and achieved a historic leap.
Zhang Jinghua demanded that we should achieve new breakthroughs as soon as possible and show the city's first responsibility in becoming an indispensable and important force for national scientific and technological self-reliance and self-improvement.
