Hydrogen energy is an important direction of the global energy technology revolution and an important part of the future energy strategy of various countries, and fuel cell vehicles are one of the most important areas for hydrogen energy application. In order to accelerate the development of the hydrogen energy and fuel cell vehicle industry, in September 2020, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission, and the National Energy Administration jointly issued the Notice on Carrying out Demonstration Applications of Fuel Cell Vehicles. In 2021, a total of 41 cities in the five major urban agglomerations of Beijing-Tianjin-Hebei, Shanghai, Guangdong, Henan, and Hebei will start demonstration work.

At the beginning of the new year, there is good news about the construction of the Beijing-Tianjin-Hebei fuel cell vehicle demonstration city agglomeration. Recently, the Ministry of Finance and other ministries and commissions have completed the assessment and evaluation of the first year (2021-2022) of the fuel cell vehicle demonstration city agglomeration, and the Beijing-Tianjin-Hebei fuel cell vehicle demonstration city cluster has completed the vehicle promotion task as scheduled and exceeded, and has obtained the first batch of central financial incentive funds of 350 million yuan according to the assessment results. At present, the Beijing Municipal Bureau of Finance, together with the Beijing Municipal Bureau of Economy and Information Technology, has allocated the incentive funds to relevant districts and related enterprises in a timely manner, injecting more momentum into the development of Beijing's hydrogen energy industry.

The reporter learned that at present, the tasks of the Beijing-Tianjin-Hebei fuel cell vehicle demonstration city agglomeration are progressing smoothly, focusing on the application scenarios of passenger transport services for the Winter Olympics, bulk material transportation, muck transportation, urban logistics distribution, commuter passenger transport, etc., 1,239 fuel cell vehicles were licensed in the first year, and 1,162 vehicles were actually connected to the national and Beijing-Tianjin-Hebei platforms, with a total hydrogen mileage of more than 8.44 million kilometers.

At the same time, the demonstration construction has also led to a series of breakthroughs in key technologies by accelerating scientific and technological innovation. The high-power fuel cell engine for commercial vehicles has reached the international advanced level in terms of durability, power density and low-temperature starting, realized the independent technological innovation and industrial application of stacks and air compressors as scheduled, and realized the independent application of membrane electrodes, bipolar plates, hydrogen circulation systems, proton exchange membranes and catalysts in advance, filling the gap in the domestic independent application of catalysts and proton exchange membranes, and leading the development of the whole industry chain of fuel cell vehicles.

In recent years, Beijing has actively promoted the development of the hydrogen energy industry around the construction of the Beijing-Tianjin-Hebei fuel cell vehicle demonstration city agglomeration, and has formed a "seven haves" situation of "scene scale, technological breakthroughs, policy mechanisms, industrial ecology, energy supply, innovation models, and regional coordination".

In terms of scenario scale, as of August 2023, the Beijing-Tianjin-Hebei urban agglomeration has promoted a total of 2,509 fuel cell vehicles in the first two demonstration years, and completed the two-year promotion task with an excess of 241 vehicles, of which 1,239 vehicles were promoted in the first year, and 350 million yuan of central financial incentive funds were obtained. In terms of technological breakthroughs, after the demonstration in the first two years, the core performance indicators have made great breakthroughs, and the loading and application of more than 100 vehicles has been realized. At the same time, great progress has been made in high-power fuel cell engine systems, on-board hydrogen systems, and hydrogen production, storage, and transportation equipment, and landmark technological achievements have been emerging.

In terms of policy mechanism, Beijing has formulated and released more than 50 various supporting policies and measures for the hydrogen energy industry, covering six dimensions: top-level design, technological innovation, industrial landing, promotion and application, hydrogen energy guarantee and safety supervision, and has initially built a "full-link, all-round" hydrogen energy industry policy system. In terms of industrial ecology, Beijing has initially formed a hydrogen energy industry layout of "one south and one north" agglomeration and development: Jingnan, Daxing, Fangshan, and Economic Development Zone are accelerating the construction of hydrogen energy high-end equipment manufacturing and application demonstration zones, and the hydrogen energy industry chain ecosystem has been initially formed; Jingbei, Changping, Haidian, Yanqing and other regions are continuing to promote the construction of hydrogen energy industry key technology research and development and scientific and technological innovation demonstration zones.

In terms of energy supply, Beijing has initially formed a synergistic situation in which hydrogen production methods are diversified, hydrogen transportation is reliable, and hydrogen refueling station operation and service capabilities meet the needs of the vehicle end. The hydrogen production capacity in the city is supplied to the hydrogen refueling station on demand, and the hydrogen produced by water electrolysis and industrial by-product hydrogen in the surrounding Zhangjiakou, Baoding, Langfang and other places have begun to be supplied to the hydrogen energy market in Beijing, initially forming a hydrogen energy supply guarantee system that matches supply and demand across regions. In terms of innovation mode, Beijing is actively planning the comprehensive application of hydrogen forklifts, distributed power generation, combined heat and power and other fields, and further exerting the leading role of hydrogen energy in the opening and demonstration application of hydrogen energy in energy storage, power generation, industry and other fields on technological innovation, policy breakthroughs, cost reduction and efficiency improvement, and project landing.

In terms of regional coordination, the Beijing Municipal Bureau of Economy and Information Technology, the Tianjin Municipal Bureau of Industry and Information Technology, and the Hebei Provincial Department of Industry and Information Technology jointly signed the "Beijing-Tianjin-Hebei Key Industrial Chain Coordination Mechanism Plan" to coordinate the establishment of the Beijing-Tianjin-Hebei key industrial chain chain length system, based on the six industrial chain map drawing, combing and analysis, and promoting the implementation of the Beijing-Tianjin-Hebei strong chain supplement chain task. The Beijing-Tianjin-Hebei hydrogen energy industry chain map led by Beijing has been released at the 2023 Beijing-Tianjin-Hebei Industrial Chain and Supply Chain Conference Hydrogen Energy Industry Theme Promotion Conference, and the relevant results will be used as an important basis for the Beijing-Tianjin-Hebei region to work together to build the entire hydrogen energy and fuel cell industry chain.

After nearly 20 years of continuous R&D and business incubation, Beijing has basically mastered the key technologies of the main links of each technical route of the hydrogen energy industry system, and the Beijing-Tianjin-Hebei industrial chain with Beijing as the core is basically connected.

At present, Beijing is giving full play to its role as an international science and technology innovation center, coordinating and promoting policy innovation, industrial cultivation, scene opening and facility construction, actively promoting the Beijing-Tianjin-Hebei region to build a hydrogen energy industry chain, continuing to support the transfer and transformation of source technologies to terminal application scenarios, promoting the cross-regional and clustered coordinated development of the hydrogen energy industry, promoting the development stage of the hydrogen energy industry to achieve a leap from "10 to 100", and striving to build a leading domestic and international first-class hydrogen energy development pilot area.
