What's more, many new energy vehicle companies will provide users with a free charging pile when buying a car. Even so, why do many people complain about the difficulty of charging? - Because it's really hard to have a private charging pile!
New energy vehicle charging piles are different from electric vehicle charging, it often has more stringent specifications, although this is more out of safety considerations, but the fact is to install a private charging pile, often not a "wishful thinking" thing.
In cities with a strong sense of humanity, such as Beijing and Guangzhou, for example, a large number of old buildings have led to parking difficulties, and it is not an easy task to install a private charging pile in the already narrow "hutongs" and "streets". Even if it is not in this type of complex, there will be many contradictions.
The real rise of new energy vehicles is after 2014, and the scale has only expanded significantly in recent years. This has led to many communities that were planned a few years ago, and they have not considered the private charging pile at the same time as building parking lots. As a result, many users have many contradictions in subsequent installations.
The first is the obstruction of the property. For the property, they need to guarantee safety and the rights and interests of other car owners are not infringed. After obtaining their consent, it is also necessary for the power supply department to explore and install electricity meters, and finally the manufacturer installs charging piles. Among them, any link may lead to your "checkpoint".
Even in Beijing, there has been such an example, there is a new energy owner "difficulty" after installing the charging pile but found that the use of commercial electricity, is because the parking lot construction at the beginning of the corresponding consideration, can not be connected through the civil meter, resulting in the charging pile of electricity from the property side of the meter connected. In this way, even if you use a private charging pile, the charging cost is several times higher.
In order to avoid checkpoints, in order to promote the improvement of relevant supporting facilities as soon as possible, the government has naturally made a difference, and has introduced many policies to encourage private charging piles. For example, the relevant regulations and administrative regulations issued by Guangdong Province clearly require property service enterprises to cooperate and provide convenience during the construction of charging facilities, and the property company's non-cooperation has obviously damaged my rights and interests.
But there is a gap between theory and practice. In Guangzhou Liwan District People's Court, there was a case in which the property refused a new energy vehicle user (community resident) to install a private charging pile on the grounds that the location of the electric vehicle home charging equipment in the parking lot had not been planned for the development of the community. The two parties went to court for this reason, and in the end, the owner won the first instance, but lost the lawsuit after the property appealed again.
In this case, we can see the helplessness of the three parties. First, the government strives to promote the implementation of private charging piles, but ignores the local reality; second, users want to have their own private charging piles, but face many obstacles; third, the property has to refuse to install charging piles because of early planning problems, but also have to be sued in court, although the final victory is not good.
Tong Zongqi, director of the Information Department of the China Charging Alliance, once said that at present, the proportion of pure electric vehicle owners successfully installing charging piles in the community accounts for about 50%. By 2025, this proportion may reach 60% to 70%. However, this means that no matter what the reason, there will still be 30% to 40% of car owners who will not be able to install charging piles in the community.
The problem of installing charging piles makes many consumers need to consider one more variable before buying new energy models - where to charge? That's what we called the "difficult to charge" problem at the beginning.
For a property, installing a private charging pile is essentially a thankless task. After installation, it is not only necessary to ensure the normal power supply of the charging pile, but also to avoid the responsibility of the corresponding accident, but it is impossible to get any benefits from it. And for the maintenance and safety of charging piles, it is difficult for the property to clarify the responsibility.
At this year's local two sessions, Zeng Xiaoming, member of the Foshan Municipal Committee of the Chinese People's Political Consultative Conference and director of the Institute of Transportation Planning and Design of the Buddhist Academy of Sciences, proposed that the community can uniformly manage private charging piles and implement a compulsory insurance system for charging piles. The general idea is that the unified planning, construction and operation of the community are jointly maintained by car companies and communities, and the government has launched a compulsory insurance similar to half of the "traffic insurance" to protect it. The owner purchases safety liability insurance for the charging pile every year, in case of an accident, the loss can be covered by the insurance company to avoid causing greater losses to the property of individuals or communities.
Although this is still a suggestion at present, it does not prevent more and more beneficial policies from being introduced, for example, a few days ago, the National Development and Reform Commission and other ten departments jointly issued the "Implementation Opinions on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure". However, whether it is the improvement of policies or the specific implementation, it is visible to the naked eye that there is still a way to go.
Some people say that the state produces electric vehicles to charge the same standard, electric vehicle companies produce electric vehicles according to the standards, and implement the replacement power station in an all-round way, so that the replacement power station is as popular as the gas station. This is difficult to achieve at present, because the market that car companies need to consider is the whole world, not only China. It can only be said that from now on, as far as possible to do a good job in all aspects of planning, so that the charging pile as soon as possible to implement to a household as soon as possible, step by step to expand the scale of charging piles at the same time, as far as possible to improve the planning, to avoid the chaos in the later stage is the most practical.
