Among them, "parking space" and "electricity" are innate conditions. "Parking space" must be fixed, this condition seems simple, but some communities only have mobile parking spaces, property rights belong to all residents, the owner of the first-come, first-served parking, the installation of charging piles means occupying public parking spaces. Also unable to be fixed are mechanical parking spaces. Mr. Gu, the owner of the new energy vehicle in Shanyu Yincheng Community, purchased a mechanical parking space, which will be up and down, left and right when parking and picking up, and once the vehicle is charged, the wire is likely to be entangled in it.
"Electricity" means that the community has sufficient electricity capacity. Some old residential areas, at the beginning of planning, could not foresee the charging needs of new energy vehicles, and the power capacity was "inherently insufficient". Wu Hansong, a staff member of the State Grid Wuxi Power Supply Company, said that new energy vehicle charging will indeed increase the burden of electricity consumption in the community, and it may be good for one or two vehicles, if the charging demand is more and more, it will affect the electricity consumption of the entire community, such as the risk of tripping during the peak of summer electricity consumption, so the old community does not dare to let go of the opening of the installation of charging piles.
So is the mobile parking space and the community with insufficient capacitance "insulated" from the new energy vehicle charging pile? There are a few attempts worth paying attention to. For example, the Shang Shuyuan Community in Ehu Town, Xishan District, is a resettlement housing community with mobile parking spaces. In 2020, Mr. Feng, the owner of the new energy vehicle in the community, put forward the demand for the installation of charging piles, and after coordination, Goose Lake Town, the community, the property, the power supply company and other parties formulated a plan, funded by the government to build a number of public charging piles, after completion by the property management, new energy vehicle owners can scan the code to charge.
As for the old residential areas with insufficient capacitance, if you need to install charging piles, it involves the overall capacity increase transformation. "Originally, the old residential area was transformed every year, and the power supply and housing departments will expand the capacity of electricity according to electric bicycles, air conditioning and other factors, and in 2021, some of the old residential areas have reserved space for charging new energy vehicles and built public charging piles." Wu Hansong said.
"Chapters are hard to cover" is another kind of resistance
With the two innate conditions of "parking space" and "electricity", it may not be possible to smoothly install the charging pile. New energy vehicle owners must also obtain a stamped "Consent to Construction Opinion", which to some extent has become the "acquired resistance" to the landing of charging piles.
Under normal circumstances, the decision to seal the "Consent to Construction Opinion" lies in the residential property. "Property attitude is key!" Mei Hongge, who is responsible for the layout of charging piles in Wuxi and Suzhou of a brand of new energy vehicles, said that more resistance comes from some small and medium-sized properties and resettlement housing properties. "They don't know much about the country's macro policies for the development of new energy, carbon peaking, carbon neutrality, etc., and they also lack knowledge of the installation standards of charging piles, and they are worried about the construction and other issues brought about by the installation, and they do not agree to stamp."
From the perspective of car owners, the installation of charging piles in rental parking spaces and civil air defense parking spaces is more likely to be rejected by the property. Rent a parking space to install charging piles, what should I do if I don't rent it in the future? A new energy vehicle owner in the Hongdou Garden Community was refused to be stamped by the property on this ground.
To install charging piles in civil air defense parking spaces, the property usually requires written consent from civil air defense and even fire protection departments. "In fact, at present, there is no such approval matter within the scope of the responsibilities of the government department, and it is impossible to issue written consent materials." Mei Hongge said. Cao Feng, head of the Wuxi Municipal Civil Air Defense Office's Laws and Regulations Department, said that according to the current regulations, as long as the civil air defense structure is not destroyed, no restrictions will be made. Therefore, the decision returns to the property. Golden Jiangnan Jijing Garden, Jiangyin Aijia Famous Residence and other community owners were rejected because of civil air defense parking spaces. "Sometimes the property has agreed, but the power supply staff went to the scene, looked at the word 'civil air defense' on the parking space, said not to install, afraid of subsequent disputes." Mei Hongge said.
In case of cold installation, it is urgent to clarify the responsibility
Why are some property companies indifferent to the installation of charging piles? What impact will the installation of charging piles have on property management?
In a few cases, some cable laying construction involves greening and pavement through the community, which needs to be excavated, which will affect the public interest of the owner, and the property of course does not agree. Most of the time, the property lacks understanding of the new energy automobile industry policy and other aspects, more is better than less; the installation and construction of the personnel in and out of the distribution room, charging pile routing through the community public cable tray, etc. will also make the property feel more management responsibilities.
"At a deeper level, although the owner promised to take responsibility for the follow-up problems of the charging pile, once there was a problem, other owners still looked for a property." Xu Dan, the relevant person in charge of the Municipal Housing and Urban-Rural Development Bureau, believes that the responsibilities of all parties in the current installation and use of charging piles are still difficult to clarify.
In any case, the demand for charging piles in the community is growing rapidly. At this stage, new energy vehicle owners may need more communication patience. The experience of the owner, Mr. Chen, is quite typical: "I was the first owner of the second phase of Magnolia Garden to install charging piles, and the property was not familiar with the situation at that time, saying that my parking space was rented and refused to stamp it." With the consent of the original owner of the parking space, it is negotiated after repeated communication with the property. As far as I know, the installation of charging piles by the owners of the community was much smoother later. ”
After the owner of the Hongdou Garden Community mentioned above was refused to rent a parking space, the charging pile was finally successfully installed after coordination. Some car owners even solve installation problems by dialing the 12345 hotline to coordinate. "But overall, the 'acquired resistance' has been much smaller than in the previous two years." Mei Hongge said.
