Private charging piles: the tear between ideal and reality

Private charging piles: the tear between ideal and reality

Pre-2021, the production and sales of new energy vehicles reached 3.545 million units and 3.521 million units, respectively, an increase of 1.6 times year-on-year, and the market share reached 13.4%. When the market performance begins to be transmitted to the back of the industrial chain, solving the "charging difficulties in residential areas" has become the key work of the charging pile industry in 2022.

At present, for the owners of pure electric vehicles, there will still be many moments that make them "blind". For example, the property is not allowed to install charging piles, bill according to the commercial electricity price, call the mayor's hotline for help... From the following 3 cases, we may be able to see the universality and particularity of the installation difficulties of private charging piles. However, when the contradictions began to emerge, the parties were also actively looking for solutions.

Case 1

"Why do private charging piles charge commercial electricity?"

Mr. Li lives in Changping District, Beijing, and before buying Xiaopeng P7, he "inspected" his garage. There are many electric vehicles in the community, tesla, ideal car, Weilai car, BYD, etc. can be found. However, most trams are not equipped with charging piles, and only one BYD Han has a charging pile. Because there is a charging station next to the community, very close, Mr. Li still feels that public piles are always less convenient than private piles, and most of the brand household piles are sent, and private piles can also enjoy the late-night peak valley electricity price, which is cheaper.

Private charging piles: the tear between ideal and reality

With such a thought, Mr. Li began the long road of installing charging piles. First of all, the property is agreed, the power supply department explores and installs electricity meters, and finally the manufacturer installs charging piles. The process seems simple, but some links in the middle are easily stuck. For example, manufacturers to install charging piles, the premise is to have a meter. However, after the charging pile was installed, Mr. Li was confused, and the state grid approved the civil electricity price, but the property was charged according to the commercial electricity price.

Mr. Li learned that the electricity of the charging pile is connected from the civil meter, and the residential electricity price is used; the meter from the property side is the commercial electricity price. Commercial electricity is generally used in podium merchants, residential lighting, drainage pump rooms, access control, supporting facilities to use electricity, etc., handed over to the property, and then paid by the property to the power supply company. "The first time I installed a charging pile, I had no experience." For Mr. Li's confusion, the property's statement is that because the parking spaces are concentrated in the garage, the residents' meters will encounter obstacles when pulling the cable out, and they need to use the property's electricity.

However, some residential properties will tell that the charging pile of "residential electricity charging standards" cannot be installed, and only the public electricity of the property can be taken. "In the long run, it is very uneconomical to use property electricity. Why can't the residential charging pile use civil electricity? As a result, the cost of charging is several times higher. Mr. Li expressed helplessness about this.

Case 2

Weibo calls for more people to pay attention

"The new car is about to be delivered, but the charging pile has not yet been installed." Ms. Zhang, the owner of a residential area in Shunyi District, Beijing, encountered the problem of installing charging piles with new energy vehicles, and thought it was a short-term difficulty, but she did not expect that it was still not solved.

Private charging piles: the tear between ideal and reality

At the beginning of 2021, ms. Zhang purchased the SAIC Roewe EI5 delivered. Prior to this, Ms. Zhang had contacted the residential property company to inquire about the installation of charging piles. At that time, the relevant staff of the residential property did not give a clear answer on the grounds that the supervisor was not there. After the new car arrived, Ms. Zhang immediately realized that the installation of charging piles must be put on the agenda.

Ms. Zhang lives in Shunyi District and works in Chaoyang District, and the driving range of this car is just enough to meet the needs of commuting to work. I thought that buying a pure electric car would bring more convenience to myself. Unexpectedly, because I did not have a private charging pile, I added a lot of trouble for no reason.

Ms. Zhang's neighborhood is an open parking lot, and there is no exclusive parking space. There are pure electric vehicles in the community, and the owners of the first floor, in order to be able to charge pure electric vehicles at close range, mostly install small charging piles outside the first floor. Because there are only public charging piles 2 kilometers away from Ms. Zhang's community, one after another, coupled with charging time, Ms. Zhang feels very inconvenient. "It's too much trouble, now you have to make it a thing again." In the past, I drove a fuel truck to the gas station and added it, but I had to wait to charge it. Ms. Zhang told reporters.

Ms. Zhang negotiated with the property again and put forward her own appeal, hoping to install charging piles in a certain area of the residential parking lot. However, the property directly refused on the grounds that there were hidden dangers and that rights and responsibilities could not be divided. The experience of communicating with the property many times without results made Ms. Zhang feel very tired.

"It's too hard to have a private stake of your own." Ms. Zhang said that she called the 12345 mayor's hotline many times, hoping that relevant departments could come forward to manage, but she did not get a positive reply and specific solutions. There was no way, Ms. Zhang had to appeal to more people on Weibo to pay attention to this matter, and could give a reasonable solution. However, until the beginning of 2022, Ms. Zhang told reporters that she still could not have a private charging pile of her own.

Case 3

The first instance won the lawsuit and the second trial lost the lawsuit The owner of the car in Guangzhou was a pile of "dead bump" property

Since buying Tesla, in order to smoothly install charging piles in the community and achieve "charging freedom", Mr. Wu, who lives in a community in Liwan District, Guangzhou, has not wasted time and energy. However, until Mr. and Mrs. Wu sued the community property company in court, and the two sides went to court, Mr. Wu still failed to realize the desire to charge in the community.

Due to the daily charging needs, in July 2019, Mr. Wu applied to the property company, hoping that the property company would issue a letter of commitment to install charging piles on its parking space and relevant materials such as the parking space rental contract, and even repeatedly requested the Liwan District Street Office, the Housing and Construction Bureau and other relevant departments to coordinate, but the property company still resolutely refused on the grounds of safety hazards, leaders do not agree, and the existing conditions of the underground parking lot do not meet the technical regulations.

Private charging piles: the tear between ideal and reality

In the face of this encounter, Mr. Wu was very angry, he told reporters: "The relevant regulations and administrative regulations issued by Guangdong Province clearly require property service enterprises to cooperate and provide convenience in the construction of charging facilities, and the property company's non-cooperation has obviously damaged my rights and interests." In line with the attitude of "death", Mr. Wu filed a lawsuit with the court, hoping to protect his rights and interests through legal channels. In fact, the owners of pure electric vehicles have been involved in lawsuits with property companies due to the installation of charging piles, and Mr. Wu said that there are many owners who have the same experience as themselves on the Chinese judgment document network.

For the reason for refusing to install charging piles in the residential parking lot, the reason given by the property company where Mr. Wu's community is located is that the community was developed in 2014, and the location of the household charging equipment for electric vehicles in the parking lot was not planned in the early stage of development, nor did it reserve the charging equipment power, and there were problems such as fire safety hazards. In addition, the owners of the community did not agree on the previous plan for the installation of charging equipment proposed by the property company.

In August 2021, after hearing the case, the Liwan District People's Court of Guangzhou City ruled in favor of Mr. Wu. For Mr. Wu's encounter, some netizens even said: "After that, residents who want to install charging piles directly show the judgment of the winning lawsuit to the property, saving time and effort and efficiency." "However, the installation of charging piles in the community is related to the rights and interests of many parties, and after the first-instance judgment, the property company filed an appeal." In the second instance, the court dismissed Mr. Wu's claim. In terms of reason, the judgment mentions that "the property company should respond to the call of the state or the government to protect the rights and interests of the owners, create conditions and solve hidden dangers, or solve the problem of electric vehicle charging in the community through other means".

Mr. Wu said that the installation of charging piles in parking spaces requires a lot of policy support and social consensus, and he solves the problem through legal channels, and he also hopes to promote the better development of the new energy automobile industry through this matter and in accordance with laws and regulations.

In 2022, the most noteworthy topic in the charging pile industry is residential charging. All along, how to open up the "last mile of charging" and let car owners achieve "charging freedom", all parties are actively promoting the landing. The reporter learned that whether it is the use of administrative means or market means, it is important to mobilize the enthusiasm of all parties to achieve "risk sharing and benefit sharing".

Charging piles into the community is difficult to send free piles of car companies can not be sent out

In fact, the situation encountered by Mr. Wu, Ms. Zhang and Mr. Li before is not an isolated case, but a common situation faced by private consumers of new energy vehicles. Having a private pile and opening up the "last kilometer" of charging will encounter various unexpected situations. At the end of 2021, Shen Hui, founder, chairman and CEO of WM Motors, replied in his personal Weibo to the fact that the owners of W6 W6 in Guangzhou could not install charging piles in the community where they lived two months after picking up the car. He said: "Every time I hear the owner complain to me about the difficulty of installing the charging pile, my heart is very heavy. This year, WM delivered more than 40,000 vehicles, but nearly 20,000 charging piles distributed with the vehicles could not be delivered. ”

Shen Hui mentioned that there are too many reasons why the residential property refuses to install charging piles, such as capacity, parking spaces, safety hazards, etc., and the owners of pure electric vehicles are "pinched" by the property to death. In a survey launched on the Internet, "What is the biggest difficulty in the installation of household charging piles", factors such as insufficient fixed parking spaces in the community, limited capacity of the residential power grid, property disagreement, expensive wiring costs, opposition from surrounding residents, and after-sales sales of car companies will be mentioned.

Private charging piles: the tear between ideal and reality

The reporter learned that according to the research and specific data of the China Electric Vehicle Charging Infrastructure Promotion Alliance (hereinafter referred to as the "China Charging Alliance"), the proportion of pure electric vehicle owners successfully installing charging piles in the community accounts for about 50%.

Tong Zongqi, director of the Information Department of the China Charging Alliance, said in an interview with China Automobile News that by 2025, this proportion may reach 60% to 70%. However, this means that no matter what the reason, there will still be 30% to 40% of car owners who will not be able to install charging piles in the community. In the face of reality, car owners need to change their thinking. He said bluntly: "Pure electric vehicles are not the same as fuel vehicles. Fuel car consumers do not need to pay attention to where to refuel before buying a car. However, before buying a car, new energy vehicle owners need to pay attention to where charging is more convenient, and the charging problem is solved before they dare to buy a car with confidence. ”

The installation of charging piles involves car companies, charging operators, properties, power companies, real estate developers, etc., which is more complicated. Tong Zongqi mentioned: "For consumers to install charging piles in the community, car companies and operators need to play an important role in it and help car owners to solve these problems. For a single car owner, compared with property companies, power grid companies and other departments, the right to speak is still relatively low. ”

The reporter learned that in Jiangsu, Fujian and other places, some power grid enterprises have strengthened cooperation with car companies and dealers, opened up the car enterprise system platform, the car networking platform and the net home state network, and realized the purchase of cars, pile loading, and submission of information through the platform push, to solve the problem of new energy vehicle owners difficult to build piles, charging difficulties. At present, from the overall perspective of the charging pile industry, the focus of work has changed. More and more private consumers use pure electric vehicles, and the most convenient way is to charge at home, and the contradiction of "community charging" has become more and more prominent.

Who is responsible, who maintains it is recommended to share risks and benefits

According to the feedback of multiple owners of pure electric vehicles, the first step in installing charging piles in the community is to obtain property consent. Success or failure depends only on the property's words. In fact, when the charging infrastructure planning is launched in various places, the government encourages the installation of charging piles and requires all parties to cooperate, including properties.

Why do many residential properties still frequently turn on red lights for owners? In fact, for most residential properties, the installation of private charging piles is not pleasing to the eye. After installation, it is not only necessary to ensure the normal power supply of the charging pile, but also to avoid the responsibility of the corresponding accident, but it is impossible to get any benefits from it. After installing the charging pile, who is responsible for maintenance? Car companies, properties or owners?

Previously, in the proposals of the deputies of the two sessions in Guangzhou, Foshan, Heyuan City and other places, the difficulty of installing charging pile facilities in the community was mentioned. Smoothly promote the installation of charging piles in residential communities, solve this people's livelihood problem related to the "last 1 kilometer" of charging, and improve the service guarantee capabilities of charging and replacement infrastructure, so as to better support the development of the new energy automobile industry.

Private charging piles: the tear between ideal and reality

At a time when the "official path" is bumpy, "folk wisdom" is worth referencing.

At this year's local two sessions, some innovative practices were proposed. Zeng Xiaoming, member of the Foshan Municipal Committee of the Chinese People's Political Consultative Conference and director of the Institute of Transportation Planning and Design of the Academy of Sciences of Foshan, proposed that the community can uniformly manage private charging piles and implement a compulsory insurance system for charging piles. The specific measures are to implement unified planning, unified construction and unified operation of charging piles for residents in the community. The relevant departments shall bid in accordance with the process and standards, and select the operation company with good technology and strong strength to be responsible for the charging pile operation business of the residential community; the charging pile operation company and the residential property shall share benefits and stimulate the enthusiasm of the residential property to participate in the maintenance of the charging pile, the residential property shall be responsible for the simple maintenance of the charging pile, and the operation company shall be responsible for the higher-end maintenance. In addition, the government can follow the pattern of requiring cars to purchase "compulsory traffic insurance" and implement a compulsory insurance system for new energy vehicle charging piles in the community. The owner purchases safety liability insurance for the charging pile every year, in case of an accident, the loss can be covered by the insurance company to avoid causing greater losses to the property of individuals or communities.

Tong Zongqi also said that the installation of charging piles involves multiple stakeholders such as car owners, power grid companies, properties, real estate developers, etc., and only by allowing everyone to share benefits can they jointly assume relevant responsibilities, that is, "risk sharing and revenue sharing". For a property, exclusion is normal if there is only responsibility and no benefit.

It will take time for policies to work

"Charging piles are difficult to enter the community, and in a big way, it should be called community charging problems or residential charging problems." Tong Zongqi said that this is now a key issue for the entire industry and the government. How to solve the problem of charging difficulties for residents in the community? Charging pile operator Wancheng Wanchong mentioned that one is the unified construction and management, and the developer must do a good job of planning and unified construction management when building a new community; the second is the sharing of private piles; the third is the construction of public charging facilities in the community; the fourth is the construction of storage and charging integrated stations or storage and charging integrated piles. In terms of unified construction and management and private pile sharing, special supporting policies have been introduced in many places. Tong Zongqi also mentioned these four methods, and said that these can greatly mobilize the enthusiasm of the property to participate.

Private charging piles: the tear between ideal and reality

A few days ago, the National Development and Reform Commission and other ten departments jointly issued the "Implementation Opinions on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure" (hereinafter referred to as the "Implementation Opinions"), which clarifies that by the end of the "14th Five-Year Plan", the mainland will form a moderately advanced, balanced layout, intelligent and efficient charging infrastructure system, which can meet the charging needs of more than 20 million electric vehicles. In the "Implementation Opinions", the first part is about "accelerating the construction and installation of charging facilities in residential communities".

It is reported that the "Implementation Opinions" can be regarded as the "14th Five-Year Plan" for the charging and replacing infrastructure industry. Starting this year, the focus of charging and swapping infrastructure will shift to this aspect. According to data from the China Charging Alliance, by the end of 2021, the number of public and private charging piles in the mainland totaled 2.617 million units, an increase of 70.1% year-on-year.

Tong Zongqi mentioned that during the "Thirteenth Five-Year Plan" period, the charging pile industry solved more problems from 0 to 1, and now it is more to solve the problems from 1 to 2, to see which services are not well done and need to be improved, and which details need to be solved. "From the release of documents by the ten ministries and commissions in January to the implementation of local governments, it takes a certain amount of time, and the effect is not so quick to appear, especially in the departments involved." He said that the Implementation Opinions took more than 7 months from the draft for comments to the official release. At present, solving the difficulty of community charging has been put on the agenda, but it may take some time for the policy to really play a role.
