On February 23, the Office of the Leading Group for the Development and Promotion of New Energy Automobile Industry in Kunming issued the "Kunming 2022 Annual Charging Infrastructure Construction Implementation Plan" (hereinafter referred to as the "Plan"), showing that in 2022, Kunming will build 48,400 new charging piles of various types, and strive to achieve a full coverage pattern of charging piles from "county to county" to "township and township".
The "Plan" requires that we should speed up the construction of public charging facilities in built-up areas, build large-scale charging demonstration stations with leading demonstration effects, and accelerate the construction of charging facilities in public parking lots, parks, tourist attractions, and highway service areas; we must accelerate the construction of charging facilities in residential communities within the jurisdiction; we must speed up the construction of charging facilities in large villages and towns and centralized resettlement areas for relocation, and strive to achieve a pattern of full coverage of charging piles.
2021 is a year of rapid progress in the construction of new energy vehicle charging infrastructure in Kunming. A total of 566 charging stations were built throughout the year, accounting for 62.74% of the city's cumulative number of completed stations, reaching 902, and 31,301 charging piles. Among them, 6585 guns of public piles and 24716 guns of self-use piles have realized the "county pass" of charging infrastructure.

The "Plan" encourages charging operation enterprises or residential community management units to accept the entrustment of owners to carry out the "unified construction and unified operation" of charging facilities in residential communities, uniformly provide paid services such as the construction, operation and maintenance of charging facilities, and improve the safety management level of charging facilities and the proportion of green electricity consumption. Encourage new models such as "sharing near parking spaces" and "multi-car and one pile".
In addition, the "Plan" also clarifies the division of responsibilities and responsibilities of departments and enterprises such as development and reform, housing construction, transportation, finance, planning, cultural tourism, Kunming Development Group, municipal new energy platform, etc. According to the requirements of the "Implementation Plan for the Promotion and Application of Cruise Taxis in the Five Districts of Kunming City", before May 1 this year, Kunming will build 23 new power stations to meet the needs of the city's new energy cruise taxis.
