Since he was powerless to stop Sun Wukong, he could only turn a blind eye.

First of all, although the bodhisattva of Jizo is named Bodhisattva, his actual status is far beyond that of ordinary Buddhas, and he is one of the four great bodhisattvas of Lingshan Mountain. Emperor Zhenwu was like this, and why wasn't this the case with the Jizo King Bodhisattva?
Although he worked in the Di Mansion, the establishment was not in the Di Mansion, nor in the Heavenly Court, but in the Spirit Mountain, so he had to follow Rulai's instructions. But in the matter of making a big fuss in the Difu, even if Rulai instructed the Jizo King Bodhisattva to suppress Sun Wukong, would the Jizo King Bodhisattva definitely intervene?
Not necessarily.
