In April last year, the Ministry of Industry and Information Technology revised the "Technical Conditions for the Safety of Motor Vehicle Operation" requiring that from January 1, 2022, newly produced passenger cars must be equipped with an EDR system, that is, a driving event recorder.
This device can record the vehicle operation data before and after the accident, and when the vehicle collides or the speed changes drastically, it will be triggered to start recording. EDR may provide an effective basis for "Rashomon" events involving intelligent driving, such as Tesla brake doors.
GB 7258-2017 "Technical Conditions for the Safety of Motor Vehicle Operation" (Amendment No. 2) stipulates that "passenger cars shall be equipped with an event data recording system (EDR) in accordance with GB 39732; if equipped with an on-board video driving record system (DVR) in accordance with GB/T 38892, it shall be deemed to meet the requirements", and will be implemented for newly produced vehicles from January 1, 2022.
Why is it mandatory to have EDR
Mr. Liu, who used to work in auto insurance surveys and determine losses, told Red Star Capital bureau that EDR can record driving data, especially data for tens of seconds before and after the accident. At present, driving recorders are mainly used in China, most of which are crude GPS data and video data.
"In the era of fuel vehicles, the cost performance of EDR is not high. However, with the rise of new energy vehicles, complex electronic control systems, automatic driving technology, there are electric vehicle system failures, driver misoperation, network information security and other safety hazards, EDR has become a just need. ”
Mr. Liu explained that there are fewer mechanical accidents in fuel vehicles, and in most cases, as long as traffic monitoring, collision conditions, brake marks, testimony of both sides, plus simple driving recorder images can determine the cause of accidents and attribution of responsibility.
In the era of electric vehicles, in addition to hardware problems, software can also have problems. Mr. Liu told Red Star Capital Bureau that whether it is the EDR national standard or the automotive big data interactive blockchain platform, it will help car owners understand accident-related data, vehicle information is open and transparent, and promote the progress of information security and supervision in the field of smart cars.
As early as 2006, the National Highway Traffic Safety Administration (NHTSA) issued a definition of EDR and related standards, and required that all vehicles sold in the United States be equipped with EDR as of September 2014. According to Zos Production and Research Analysis, 99% of the new cars listed in the United States in 2019 are equipped with EDR.
The European EDR standard is similar to that in the United States, requiring mandatory installation of all new cars from March 2022 and the installation of stock vehicles in March 2024. Since December 2015, South Korea has been mandatory to install (including stock vehicles), and Japan has an independent EDR standard, but it is not mandatory.
Will mandatory EDR cause car prices to rise?
In addition, the unit price of EDR equipment is not high. Hongquan Internet of Things (699288. SH) prospectus shows that the market price of a single driving recorder is about 500 yuan.
However, cdr, a tool for reading EDR data, is more expensive. Mr. Liu told Red Star Capital Bureau that the reading tool (CDR) of the EDR system is mainly provided by Bosch, the entry-level CDR price is 7100 US dollars / set, there is a software upgrade fee of 1000 US dollars per year, and the professional version is 18,000 US dollars / set; Kia, Hyundai, Subaru, Mitsubishi and other car companies produce their own CDR price is also 6300-7000 US dollars / set, and the software maintenance fee is paid every year.
Cui Dongshu, secretary general of the China Passenger Car Association, said that the large-scale equipping of new cars with EDR will not cause price increases. "The cost of (EDR) is relatively low, that is, the concept of 300 to 500 yuan, and manufacturers can overcome this impact without increasing the cost of car purchases for consumers."
Mandatory installation of EDRs will also spawn a huge market.
CITIC Securities believes that since the DVR equipment that meets the provisions of GB/T 38892 exceeds the EDR equipment in terms of cost and equipment complexity, it is judged from the "Announcement of Road Motor Vehicle Manufacturers and Products" of the Ministry of Industry and Information Technology that most car companies have chosen EDR solutions. According to the calculation of 23 million new passenger cars in 2022, it is conservatively estimated that after 2022, there will be more than 80% of the incremental market for new car installations, which corresponds to a market space of 9.2 billion yuan.
Huaxi Securities Research Report also shows that China's passenger car market has basically stabilized at about 20 million units in the past 5 years, assuming that with the rapid popularization of EDR, equipment prices have fallen sharply, and the price is expected to stabilize at about 500 yuan, and the market space for EDR equipment is conservatively expected to be about 10 billion yuan, of which the industrial chains such as sensors, storage, MCUs, and spare batteries have benefited greatly.
