Improve the recycling system of waste power batteries. Improve the management system and strengthen the traceability management of the whole life cycle of new energy vehicle power batteries. Promote upstream and downstream cooperation in the industrial chain to build recycling channels and build a cross-regional recycling system. Promote the application of waste power batteries in the fields of power backup, charging and replacement. A number of cascade and recycling demonstration projects will be built in key areas such as the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. Cultivate a number of echelon and recycling backbone enterprises, and increase the research and development and promotion of power battery nondestructive testing, automated dismantling, efficient extraction of valuable metals and other technologies.

Promote the standardized utilization of renewable resources。 Implement the standardized management of the comprehensive utilization of renewable resources such as scrap steel, waste non-ferrous metals, waste plastics, waste tires, waste paper, waste power batteries, and waste mobile phones. Encourage large-scale steel, non-ferrous metals, papermaking, plastic polymerization and processing enterprises to cooperate with renewable resource processing enterprises to build integrated large-scale waste steel, waste non-ferrous metals, waste paper, waste plastics and other green processing and distribution centers. Promote the cluster development of the renewable resources industry, and encourage small and micro enterprises in the field of renewable resources to enter the park. Encourage the comprehensive utilization of low-value renewable resources such as waste textiles and waste glass. Promote the pilot project of extending the producer responsibility of electrical and electronic products, automobiles and other products, encourage the establishment of a standardized recycling system for multi-party products such as self-construction, entrusted construction, and cooperative co-construction of production enterprises, and improve the level of comprehensive utilization of resources.

Deepen the recycling of waste plastics. Accelerate the recycling of major waste plastic varieties such as waste beverage bottles and plastic express packaging, cultivate a number of leading backbone enterprises, and improve industrial concentration. Promote the high value-added utilization of waste plastics. Encourage enterprises to carry out green design certification for waste plastics comprehensive utilization products, and increase the proportion of recycled plastics used in automobiles, electrical and electronics, construction, textiles and other fields. Scientifically and steadily promote the application and promotion of plastic alternative products to help control plastic pollution.
