In view of the new situation and new characteristics of the safety situation during the Spring Festival holiday this year, the Office of the State Council Security Commission and the Ministry of Emergency Management conscientiously implemented the spirit of General Secretary Xi Jinping's important instructions and the decision-making and deployment of the Party Central Committee and the State Council, adhered to the supremacy of the people and the supremacy of life, urged and guided all localities and departments to firmly establish bottom-line thinking, implement safety prevention and control responsibility measures, timely dispatch and deal with various disasters and accidents, and make every effort to prevent and respond to them. Through the joint efforts of all parties, the national safety situation during the Spring Festival holiday was generally stable, no major production safety accidents or natural disasters above the larger one occurred, a total of 34 production safety accidents of various types were reported, and 37 deaths were reported, a year-on-year decrease of 6 cases and 15 people, down 15% and 28.8% respectively; the national river water potential was stable, and no forest fires were reported.
The Office of the State Council Safety Commission and the Ministry of Emergency Management attach great importance to safety precautions and emergency duty during the Spring Festival holiday, and make arrangements in advance and carefully. Huang Ming, deputy director of the State Council Safety Committee and director of the Emergency Management Department, and leaders of the Ministry of Leadership held daily video conferences to discuss and dispatch, deeply analyze and judge the safety risks in key areas and key industries during the Spring Festival holiday, and deploy targeted prevention and response work; focus on transportation, urban and rural fire accidents, earthquakes, low-temperature freezing and other disasters, and check and guide the implementation of safety responsibility measures. Before the holiday, the Office of the State Council Safety Commission and the Ministry of Emergency Management organized 16 working groups to supervise and inspect various places to promote further strengthening the prevention and control of major risks, curbing major accidents, and ensuring the stability of the safety production situation.
During the Spring Festival holiday, all regions and relevant departments deeply studied and judged the safety situation, strictly implemented various responsibility measures, and made every effort to prevent and control various risks and hidden dangers. The party and government of 13 provinces, including Beijing, Hebei, and Shandong, are mainly responsible for the "double-leading team" inspection and guidance, and the provincial leaders of 27 provinces have gone deep into the grass-roots level to investigate and inspect, and the responsibilities of the above rates have been compacted; and all relevant departments have taken the initiative to perform their duties and grasp the safety work in their respective fields. Guangdong, Jilin, Ningxia and other places have established multi-departmental research and judgment mechanisms, grasped the trend of risk changes on a rolling basis, and timely adjusted deployment and prevention and response. Emergency management departments in Hunan, Sichuan, Guizhou, Jiangxi and other places play a leading role in coordinating the response to rain, snow and ice disasters. In accordance with the requirements of the Office of the State Council Safety Commission and the Ministry of Emergency Management, more than 370 provincial-level working groups such as coal mines, dangerous chemicals, and fireworks and firecrackers have been dispatched to carry out "four noes, two straights" open investigation and covert visits, and to supervise the main responsible persons and technical backbones of the start-up enterprises to perform their duties. Fire departments at all levels carry out overt and covert visits to key units such as large complexes, large shopping malls, catering and entertainment, cinemas and other crowded places, fireworks and firecracker production, storage, sales and centralized discharge areas, as well as non-stop production enterprises, and supervise the rectification of fire hazards.
The national comprehensive fire rescue team has set up more than 10,600 duty stations in key areas and important places, dispatched more than 80,700 fire trucks, more than 443,900 fire rescue personnel, participated in more than 33,900 fire extinguishing and rescue tasks, and rescued 6,182 evacuated people. The national safety production emergency rescue team dispatched 1150 teams and 4272 person-times to provide risk prevention and safety technical services for more than 580 enterprises.
