For online monitoring requirements, check whether the corresponding equipment is installed and operated, whether it is equipped with emergency equipment such as fire extinguishing, lighting, protection, cleaning, etc., whether the entrance and exit of hazardous waste storage facilities are set up with hazardous waste signs that meet the requirements of national standards, whether the signs are firm, eye-catching and durable, and whether the outer packaging is posted with the danger signs (signatures) stipulated by the state.
The second is to focus on verifying the site of the hazardous waste generation plant. Verify that the types and quantities of hazardous wastes generated, the facilities for the use and disposal of hazardous wastes and the methods of disposal are consistent with the EIA programme. Check whether there are any phenomena such as random piling, abandonment and burial of hazardous waste in the factory area, and find that the problems are dealt with according to law and rectified within a time limit. If it is found that the evaluation is missed, the wrong evaluation, etc., the enterprise is immediately required to re-apply for approval of the environmental impact assessment or carry out the post-evaluation according to the actual situation.
The third is to focus on verifying the implementation of the hazardous waste management system. According to the Municipal Bureau of Ecology and Environment's "Lianyungang Hazardous Waste Standardized Environmental Management Assessment Work Plan", check whether a standardized ledger has been established, whether the specifications for hazardous solid waste management are on the wall, whether the hazardous waste management plan is filed, whether the hazardous waste is declared, stored, transferred and disposed of in the jiangsu provincial hazardous waste life cycle monitoring system, and whether the emergency plan is filed. Through the verification of the transfer bill, on-site storage, etc., it is verified whether the online declaration and registration data of hazardous waste is consistent with the on-site inspection.
The fourth is to strengthen the supervision of hazardous waste transfer. Strengthen the supervision of hazardous waste transfer, strictly require enterprises to implement the hazardous waste joint transfer system, and do a good job of recording the generation, collection, storage, transfer and disposal of hazardous waste. For hazardous waste generating units that do not strictly follow the hazardous waste transfer joint order system, all hazardous wastes will be found out, and the end will be investigated, and the phenomenon of illegal transfer of hazardous waste will be resolutely eliminated.
Fifth, persist in carrying out joint law enforcement. Cooperate with law enforcement personnel of relevant departments to conduct comprehensive inspections of hazardous waste-related enterprises within their jurisdiction, and persist in using heavy laws and heavy punches to effectively deter illegal and criminal acts of operating without a license or illegally dumping or landfilling hazardous wastes.
Sixth, strengthen on-site verification of license applications. Strengthen the environmental supervision of hazardous waste generating units, invite industry experts to carry out on-site verification when applying for permits and renewing certificates, adhere to the bottom line of environmental protection, and ensure the safe and standardized disposal of various types of hazardous wastes.
