Since 2021, the rainfall and incoming water in the Han River Basin have continued to be low, and it has suffered the worst drought in 60 years. In the face of the severe drought situation in the Hanjiang River Basin, the Hanjiang Bureau has thoroughly implemented the deployment requirements of the state and our province on drought resistance and water supply protection, built a "three lines of defense" for water supply guarantees, and strengthened the unified scheduling of water resources in the river basin. With the recent general rainfall process in the Hanjiang River Basin, the main dispatch reservoirs in the basin have increased the amount of water storage by 59.26 million cubic meters, the drought in the basin has been effectively alleviated, and the drought-resistant dispatch and water supply work has achieved phased results.
The implementation of refined scheduling, the main dispatch of reservoir water storage and water conservation and water supply protection have achieved remarkable results
The Hanjiang Bureau implements unified and fine scheduling of the main dispatch reservoirs in the river basin, further understands the reservoir to undertake the task of water supply, accurately controls the outflow of the reservoir, and does a good job in reservoir water storage and water conservation while ensuring the demand for life, production and ecological water in the reservoir receiving area and downstream areas. The five dispatching reservoirs, such as the Sungai Reservoir and the Gaopi Water Conservancy Hub, have accumulated a total increase in water storage capacity of 203 million cubic meters, while replenishing 168 million cubic meters of water downstream, ensuring the safety of water supply in the river basin and ecological safety, and the refined dispatching benefits of reservoir water volume are obvious.
Carry out joint dispatch of the main stream hub of the Han River to ensure the safety of water supply in the middle and lower reaches of the Han River
The Hanjiang Bureau has established an information sharing mechanism for cascade water conservancy hubs in the main stream of the Han River, strengthened the joint dispatch of Gaopi Water Conservancy Hub, Dongshan Water Conservancy Hub and Chaozhou Water Supply Hub, maintained a high water storage level operation of Gaopi Water Conservancy Hub and Chaozhou Water Supply Project since the dry period, implemented joint and fine scheduling of storage and discharge, and further built a water supply security defense line with Chaozhou Water Supply Hub as the local water source and Gaopi Water Conservancy Hub as the near-land water source.
Strengthen the supervision and inspection of water dispatch, and supervise the implementation of water dispatch requirements
On the basis of continuously implementing the "Three Ones" water dispatch supervision mechanism, that is, daily supervision, weekly Monday inspection, and monthly notification, the Hanjiang Bureau has increased the analysis and reporting of weekly water dispatch information to further improve the dynamic coordination and supervision mechanism of water volume dispatch. Before the Spring Festival, the Hanjiang Bureau organized all parts of the river basin to carry out supervision and inspection of water conservancy projects within its jurisdiction, and sent inspection teams to conduct overt and covert visits to key water conservancy projects in the river basin. During the Spring Festival, continue to implement daily supervision and compile the "Han River Basin Water Dispatch Information Daily Report", supervise and guide the main scheduling water conservancy projects to implement the water dispatch requirements in place.
In the next step, the Hanjiang Bureau will continue to closely monitor the rain, water, drought dynamics of the basin and the dispatch of the water volume of each dispatching reservoir, continue to implement the "rolling forecast, dynamic adjustment" scheduling mechanism, do a good job in refined scheduling, and at the same time supervise and urge all dispatching water conservancy projects to strictly implement the scheduling requirements and make every effort to ensure the safety of water supply and ecological safety in the basin.
