The company's failure to take preventive measures to cause solid waste to disperse, lose, leak and pollute the environment violates the first paragraph of Article 20 of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste (revised in 2020). In accordance with Article 102 of the Law, a fuzhou ecological and environmental bureau imposed a fine of 100,000 yuan on the company and ordered the company to immediately correct the illegal behavior and do a good job in the daily management of solid waste.

Paragraph 1 of Article 20 of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste (revised in 2020): Units and other production operators that produce, collect, store, transport, utilize and dispose of solid waste shall take measures to prevent dispersion, loss, leakage or other measures to prevent environmental pollution, and shall not dump, stack, discard or scatter solid waste without authorization.
