Luo Binghui was born in 1897 to a poor family in Yiliang, Yunnan, and his mother died unexpectedly shortly after birth, making the already poor family worse, and the burden of supporting the family all fell on Luo's father.

It was not until 1915 that he successfully entered Tang Jiyao's troops.

In 1922, Luo Binghui came to Guilin to join the Dian Army, and successively participated in the Patriotic War, the Eastern Crusade War and the Northern Expedition.

During the Second Northern Expedition to capture Nanchang, Chen Jiongming in Guangzhou rebelled against the revolution, and the Northern Expedition was forced to interrupt and return to the division to discuss Chen. The Northern Expeditionary Army attacked Guangzhou in two ways, one for the Cantonese army, and the other way for Luo Binghui's Dian army.

Zhu Peide, the commander-in-chief of the Dian Army, ordered him to go to the Cantonese army position as a staff officer to investigate, but he happened to encounter Chen Jiongming's troops counterattacking, and the Guangdong army suffered heavy losses.

In order to convey the battle situation in a timely manner, Luo Binghui rushed 190 miles day and night to report the situation on the front line to Zhu Peide, and then passed out. The Dian army, which had received information about the situation, quickly withdrew from Hunan, which avoided the danger of total annihilation.

Luo Binghui, who had made great achievements, began to make a name for himself in his career, but as an officer from a poor background, he deeply resented the corruption that existed in the army. Luo Binghui has repeatedly made great achievements by virtue of his combat experience in the ranks of warlords, and has been unanimously recognized by the generals of the Red Army. After the Changting Conference in 1930, he became the commander of the Red Ninth Army.

In 1934, the CCP began the Long March under the military pressure of the Kuomintang. Under the command of Chairman Mao, Luo Binghui personally led the Red Ninth Army to break through the siege and rush across the Xiang River. Subsequently, he led this unit into the Liangshan area and completely got rid of the Kuomintang's encirclement and blockade.

After entering the Yi area, Luo Binghui implemented the party's policy of opening up the nationalities and formed a deep friendship with the Yi compatriots, attracting a large number of Young Yi people to join the army and strengthening the strength of the Red Army.

After the outbreak of the War of Resistance Against Japanese Aggression, he served as the deputy commander of the first detachment of the New Fourth Army in southern Anhui Province, fighting alongside Chen Yi against the Japanese Kou. According to the combat characteristics of the New Fourth Army, he formulated the plum blossom pile tactics characterized by ambush and mobile guerrilla warfare, including ambush, entanglement, blockade, and disturbance.

Under the guidance of this tactic, Luo Binghui led the soldiers of the New Fourth Army to attack the strongholds of the Japanese puppet army on many occasions, so that the enemy was frightened and did not dare to take half a step out of the bunker to strengthen the prestige of our army. The plum blossom pile tactic has also been popularized throughout the army, which has greatly improved the combat effectiveness of our army.

But at the same time as his career was smooth, his body had problems, obesity coupled with long-term high-intensity work, Luo Binghui actually suffered from high blood pressure. Even after the victory of the War of Resistance in 1945, he was in a coma because of high blood pressure.

However, when he heard that the Kuomintang reactionaries had provoked a civil war, he disregarded his physical safety and returned to the front line again.

In 1946, Luo Binghui was officially appointed as the second deputy commander of the Shandong Military Region, leading the troops to attack the Kuomintang Zaozhuang and completely annihilating the defenders. But the military operation also made his condition worse again, and he eventually died of cerebral hemorrhage on June 21 at the age of 49.

Throughout the life of General Luo Binghui, he struggled for the happy life of the people at the bottom, and this kind of responsibility and belief supported him through his childhood and the warlord melee, but just when he was about to realize his lifelong dream, he died young, which was really a jealous talent.
