In February 1923, Sun Yat-sen rebuilt the Grand Marshal's Office, and Zhu Peide's department was reorganized into the Arch Guard, with Luo Binghui as the company commander to protect Dr. Sun Yat-sen. In March 1929, Luo Binghui returned to Nanchang and lived in Gao'an County. He was recommended as the director of the Gao'an County Public Security Bureau. The county magistrate was the company commander of the original subordinate, and seeing that Luo Binghui was so depressed, very arrogant, and full of officialdom, Luo Binghui spat on him in public and scolded him angrily. The former director of the Public Security Bureau also refused to hand over power to Luo Binghui and was slapped by Luo Binghui.

In early June, Luo Binghui's dian army's former Jin Handing telegraphed Luo Binghui to serve as the commander of the Jing Guard brigade in Ji'an County, Jiangxi. Subsequently, under the activities of the underground party of the CCP, Luo Binghui finally realized that following the Communist Party was the bright road and secretly joined the CCP.
