The "Planning" clearly proposes to support the construction of new energy vehicle bases focusing on Liuzhou New Energy Automobile City (Base). Liuzhou should take Guangxi Liuzhou Automobile City as the core to build a new energy automobile city. Vigorously develop pure electric vehicles, hybrid vehicles, fuel cell vehicles, build Guangxi automobile R & D and design center, vigorously improve the R & D level of intelligent networked vehicles, improve the level of intelligent manufacturing, open up the automotive aftermarket, and create a whole automotive industry chain. It has built an important domestic "passenger and business integration" new energy vehicle production base and a southern automobile export manufacturing base facing ASEAN.

The "Planning" proposes to build a new ecosystem of new energy vehicles, including a cluster development ecosystem, a collaborative innovation ecosystem, an intelligent sharing ecosystem, and an application service ecosystem.
The "Plan" proposes to implement six major projects:
——Core technology key research projects. Further build a technological innovation system with enterprises as the main body and the integration of production, education and research, and tackle the core technology of new energy vehicles. Focus on supporting Liuzhou, Nanning and other places to establish new energy vehicle research and development bases, promote industry-university-research cooperation, support enterprises to "go global", strengthen cooperation with well-known scientific research institutions and automobile enterprises at home and abroad, and build an international cooperation platform for scientific and technological innovation.

Focus on the development of power batteries, drive motors, electronic control systems and other "three electric systems" and unmanned driving systems, intelligent networked vehicles, controllers, display screens and other "new four modernization" parts and components products. Among them, in terms of "strengthening the powertrain", it is necessary to rely on the internal combustion engine powertrain enterprises in Liuzhou and Yulin to develop new hybrid special supercharged and efficient engines, and develop key assemblies such as plug-in hybrid systems, extended range hybrid systems, 48-volt light hybrid systems and fuel cells.

It is necessary to accelerate the construction and layout of charging and replacing infrastructure, coordinate the construction of intelligent road network facilities, and orderly layout hydrogen energy infrastructure. The "infrastructure construction action" proposed in the "Planning" said that it is necessary to build intelligent networked vehicle test roads in Liuzhou and Nanning, improve the test conditions for unmanned roads, and provide guarantees for the iterative upgrading of unmanned driving technology.
——Cross-border integration and collaborative innovation project. Grasp the trend of integrated development of new energy vehicles, and vigorously promote cross-industry, cross-system and cross-field integration and innovation. Encourage industry enterprises to carry out cross-border cooperation with enterprises in the fields of transportation, energy, Internet, environmental protection, and finance. Accelerate the construction of new formats and models. ——Innovative application extension service project. Vigorously develop the automobile service industry, optimize the environment for the use of new energy vehicles, continue to release consumption potential, and accelerate the renewal and upgrading of automobile consumption. Develop new formats such as car sharing, car networking, and user information services, encourage social capital to participate in the construction of new energy vehicle charging facilities and charging service platforms; accelerate the construction of auto financial service systems; accelerate the development of logistics, auto marketing and after-sales service, power battery recycling, auto exhibitions and other aftermarket services, and form a complete new energy vehicle industry chain.

During the "14th Five-Year Plan" period, 116 key projects were planned and implemented in the field of new energy vehicles, and the project investment was more than 170 billion yuan.
