In this way, Xu Shiyou, with gratitude, unwillingness, and determination, set foot on the land of Shandong, and he was appointed by the Central Military Commission as the commander of the Jiaodong Military Region, and he needed to open up an anti-Japanese base area here.
What was the situation in the Jiaodong area at that time, where there were Kuomintang and reactionary forces everywhere, who colluded with the Japanese invading army to deal with the anti-Japanese forces. The Communist Party suffered a lot of losses in Jiaodong because of its lack of experience in the struggle of the military region. This group of reactionary forces became more and more rampant, occupying the mountains as kings, calling themselves "commanders," and the local people dared to be angry and dare not speak out.
When Xu Shiyou arrived in Jiaodong, the local people were already a little surprised by this new commander, but what they didn't know was that this new commander was a commander of the Communist Party, a commander who could help them get rid of the oppression of the Japanese invaders and the Kuomintang reactionaries.
On March 15, 1941, Xu Shiyou delivered a unique "inaugural speech" at the party committee meeting held in Jiaodong.
"I Xu Shiyou came to Jiaodong to fight, Taiping I don't come, I don't come to Taiping!" Chiang Kai-shek mutilated the Communists, Jiaodong surrendered and cooperated with the Japanese to fight us every day; if we didn't fight, we wouldn't be able to fight to the end, and if we didn't fight, we wouldn't be able to resist to the end. Speaking of huaye nine columns, there is another battle that must be mentioned: the Battle of Jinan.
After the battle, the 73rd Regiment of the Ninth Column was awarded the honorary title of "The First Regiment of Jinan".
From March to July 1948, the Eastern Front Corps of the East China Field Army (i.e., the Shandong Corps) carried out several offensive battles in Zhoucun, Zhangdian, Weixian and Yanzhou in accordance with the pre-plan for the liberation of Shandong proposed by the Central Military Commission, all of which won victories and eliminated the enemy in several areas.
In August, the Shandong Corps and the Western Front Corps met, and by this time, Jinan was already under siege from the Liberated Areas.

Jinan was ruled by Wang Yaowu, chairman of the Kuomintang Shandong government and commander of the Second Appeasement District, with 6 regular brigades and 6 security brigades, plus about 110,000 special forces.
In guarding Jinan, the Kuomintang also had enough blood, not only hoarding a large amount of grain and ammunition, but also building a defense system of 600 square kilometers, such sufficient preparations, but also let Wang Yaowu full of confidence, he asserted that the outskirts of Jinan can be defended for at least half a month, and the urban area can be defended for a month.

Mao Zedong personally ordered Xu Shiyou as the commander-in-chief of the Jinan Campaign, Xu Shiyou was well aware of the great task, and in his memoirs, he wrote like this.
"Whether or not to dare to attack a big city like Jinan and whether or not it can conquer Jinan has become a severe test of the People's Liberation Army's ability to dare to fight and win and tackle tough problems, and its impact at home and abroad is far-reaching."
On September 7, the Shandong Corps issued a combat order to "attack Jinan", and from the 9th to the 13th, the various units advanced covertly from Jining, Wenshang, Tai'an, and Laiwu to Jinan, and reached the outskirts of Jinan on the 15th.
At 12 o'clock in the evening of the 16th, the Battle of Jinan officially began, and our army launched an attack on the outskirts of Jinan. The commander of the West Group was Song Shilun from the Whampoa Military Academy, and his ten columns as commander were known for their good sniper warfare, and on the 20th, the West Group occupied the western suburban airfield and quickly advanced eastward, reaching the railway station area from the north.
The Eastern Group was led by Nie Fengzhi, the most famous of the Ninth Column, and the combat mission was to cooperate with the brother troops to attack Jinan in the east and southeast directions of Jinan.

Turn assists to main offense
Assists, main attacks seem to be only one word apart, but the meaning is very different, in general, the troops who perform the assist task are relatively relaxed, and the responsibility is not so great.
But Nie Fengzhi did not want to be relaxed, he "made up his own mind" to change the assist to the main attack, and took the task of capturing Jinan to his own name.

"Wang Yaowu is not an ordinary opponent, he is a general with courage and strategy in the Kuomintang, he has occupied Jinan for many years, the defense system is strict and stubborn, he has fought with our army many times, and he has an understanding of the strategic layout of our army, if we cannot overpower him in courage and strategy, we still stick to the rules while assisting while attacking, Wang Yaowu is likely to deal with it freely, you know, the main force of our army is only 140,000 people, Wang Yaowu has 110,000 people, and does not occupy much advantage.
The reason why I changed the assist to the main attack is to let everyone let go of their hands and feet to fight, attack strongly and fiercely, create a favorable situation of two-sided attack, and strive to disrupt Wang Yaowu at the beginning, so that he cannot judge clearly, cannot hit the troops, and is not good at making arrangements, and mentally crush him, we will win. Nie Fengzhi gave full tactical guidance to Zhang Muhan, the commander of the Seventy-third Regiment:
It does not matter if the troops fail, they must immediately find the reason for the failure, and do not act arbitrarily; they must accept the lessons of the brother troops, and after climbing the city wall, they must boldly penetrate and penetrate deeply.
