Taking into account the enemy's attack this time, using the Japanese war criminal Okamura Ningji's method of operation of "it is better to advance in parallel than to overlap, and it is better to advance in combination", the enemy formed a phalanx of four divisions on a front of less than 50 kilometers, overlapping front and back, and advancing in an interactive manner, which was indeed difficult to divide. Therefore, HuaYe decided to attack the enemy's flank with 3 columns, force the enemy to return to reinforcements, create fighters, and the main force gathered in the Yishui area to wait.
On June 29, the above deployment had not yet been implemented, and the Central Military Commission issued a new emergency order: ordering huaye troops to attack in three ways and go to the outside line to fight. Huaye's leaders immediately held an emergency meeting, resolutely obeyed the overall situation, and implemented the orders of the Central Military Commission.
Hua Ye promptly changed the deployment of the internal operations and immediately decided: Chen Shiyu and Tang Liang would lead the third, eighth, and 10th columns to advance toward Luxi, The First and Fourth Columns led by Ye Fei and Tao Yong would attack Lunan, and Chen, Su, and Tan would directly command the second, sixth, seventh, and ninth columns and the special column to attack in the Yishui area.
This deployment was reported to the Central Military Commission on June 30 and is scheduled to begin operations on July 1. Our army marched day and night, arriving in Fei County at dawn on July 2, and decided to capture Fei County that night.
But to capture this city, it is not easy to talk about!
Fei County, located in the southern part of the Yimeng Mountains, was the center of Lunan and an important strategic stronghold of Chiang Kai-shek's army. It is flanked by mountains, each of which is fortified with fortifications and a large number of bunkers. The county walls in the middle are particularly thick, with trenches outside and covered with deer villages and mines.
The brigade commander Zhai Zifeng of the 38th Brigade of the Reorganized Fifty-ninth Division of Feng Zhi'an was not of Chiang Kai-shek's lineage, but the main force of the Northwest Army, and had rich combat experience.
Tao Yong ordered: The 12th Division and the 28th Regiment captured the city of Fei County; after the 10th Division cleared the stronghold in the east of the city, it was on alert in the direction of Linyi; after the 11th Division captured the strongholds in the west of the city, it was on alert in the direction of Taipingyi and Surabaya.
The battle began at dusk on July 2, and began to progress smoothly, quickly capturing guojiayuan, Lugongmiao, Jiangjiazhuang and other peripheral strongholds, and annihilating two and a half battalions of the enemy.

At that time, it was the rainy season, and the Lunan area was heavily rainy, flash floods broke out, and the river rose sharply, making it very difficult for the troops to move.
On 20 July, when the fourth and first columns left Teng County and marched eastward, the vanguard troops of the enemy's integrated Sixty-fifth Division and the reorganized Eighty-fifth Division, which were pressed from the west, were only 10 kilometers away from Tengxian County.
On July 24, when the fourth column withdrew from the area east of Zaozhuang, the enemy's reorganized Seventh, Forty-fifth, and Fifty-seventh Divisions and the New Fifth Army came from the direction of Linyi. Because of the lack of medical treatment, especially painkillers, the wounded, especially the seriously injured, had to endure this unbearable pain.
